# Use the AI your GovCon team already pays for

Turn your organization's approved AI tools into a useful GovCon opportunity review, with public sources, clear evidence and a human decision.

A GovCon AI training program can start with the tools your organization already licenses or operates. A personal ChatGPT or Claude subscription is not a prerequisite. First identify the approved service your team can use, then teach a task whose result the team knows how to judge.

Consider a capture lead preparing for a Friday opportunity review. The team needs to understand a public solicitation, identify a staffing gap and decide whether a potential partner is worth calling. Someone still has to read the attachments and explain the recommendation. That is a useful AI exercise because a plausible summary alone will not settle the decision.

GSA makes a similar point in its [AI purchasing guidance, updated September 10, 2026](https://www.gsa.gov/artificial-intelligence/buy-ai): agencies should begin with their needs and check capabilities available through existing tools or government cloud platforms. Its procurement offers have their own agency eligibility rules. The broader lesson applies to a contractor planning internal training: inventory what your team can already use before buying something else.

## Start with a decision your team has to make

The exercise can be modest: produce a short qualification memo identifying what the buyer needs, which conditions deserve closer attention and what the team must find out before committing proposal time. Material claims should point to a source. A useful unanswered question might be whether a potential teammate can supply the required experience, rather than an unsupported conclusion that the team qualifies.

## Find out what your existing access covers

A Microsoft customer may have an approved Copilot capability. Another team may use models through a cloud account or an internal endpoint operated by its technical staff. Ask the service owner which option is available to the people attending the training and whether it supports the exercise.

Include cost in that conversation. An existing subscription may cover the work; an API or a hosted model may incur additional charges. Cloud access alone does not tell the trainer whether the team has a usable model, enough capacity or permission to connect document tools.

## Keep the lesson portable

An agent harness is the software that manages the conversation, reads permitted files and calls tools. The model generates responses. Those choices do not always have to come from the same provider.

A technical owner can evaluate those paths without requiring every attendee to purchase a personal chat subscription. Each combination still needs to support the files and tools the task requires.

For the capture team, the lesson can stay consistent. Use the same source packet, ask for the same decision memo and check the same facts. Changing models should not erase the team's standard for evidence.

Begin with public documents while the organization evaluates its own requirements. Where the model processes a prompt is one part of the setup; stored transcripts and connected tools also handle information. A successful public-document exercise is evidence about the workflow, not approval to use that setup for other information.

## Judge the memo your team receives

Give the reviewer the original packet alongside the AI's memo. Check whether the passages support the recommendation, whether the latest amendment changed a requirement and whether an apparent capability gap is a fact or an assumption. Record the time spent correcting the output as well as the time spent generating it.

The team should finish with a research product it can use: a qualification memo, unresolved questions and an owner for the next action. Repeat the exercise on another public opportunity before connecting more tools or expanding access. The capture lead should be able to explain the recommendation and show the evidence behind it, whichever approved model helped prepare the first draft.

- A defined GovCon decision, a responsible reviewer and permitted public research documents.

1. **Confirm the task and approved workspace** Ask which GovCon decision the reader needs to make, who will review it, and which AI service the organization has approved for these attendees and documents. 3. **Prepare a consistent exercise** Use this illustrative prompt in the approved workspace: Using only these public solicitation documents, prepare a qualification memo. State the requirement, relevant submission conditions, evidence we need about our ability to perform and questions to resolve before pursuing. Cite each material claim by document and page or section. Separate missing evidence and assumptions from facts. Do not invent company experience. No execution is claimed by this example. 4. **Use Lumen when it is the chosen destination** For work authorized in G2X Lumen, select the relevant opportunity context and upload only documents permitted there. Ask Lumen to identify requirements, cite the supporting sections, flag missing evidence and suggest questions that help assess fit or plan a response. Review its sources. 5. **Review before repeating** Compare the memo with the original passages and latest amendment. Record factual corrections, missing documents and reviewer time. 6. **Return the evidence and decision** Return the reviewed memo or comparison, exact documents used, unresolved questions and a proposed next action. Distinguish documented capabilities, observed test results and untested plans.
