Two of these ten records are not buying anything yet. The Defense Department is gathering information on AI-assisted classification for Joint All Domain Command and Control, where manual processes slow data sharing, and Veterans Affairs is running planning research ahead of a recompete of its Light Electronic Action Framework support, with a 15-page cap and a reminder that no funds have been appropriated. The live buys run wide: a Defense health office replacing legacy end user services support with an outcome-based model across 11 user communities, a Microsoft Sentinel implementation that has to onboard roughly 350 endpoints and hold a 98% success rate, a women-owned small business set-aside for the systems behind the Transportation Department's NISC task orders, and revenue enhancement services for Indian Health Service hospitals in Montana under a 100% Indian small business set-aside. Several of these packages have already shifted under bidders: a superseded RFQ, a replaced wage determination, extended quote windows, and answers to vendor questions that change what a compliant response looks like.
1. Portfolio Acquisition Executive, Medical Digital Solutions, (PAE MDS) End User Services (EUS) Area of Interest Application, Workflow, Adoption, and Change Support (AWACS)
The Portfolio Acquisition Executive for Medical Digital Solutions is pulling end user services out of legacy, labor-intensive support contracts and into a single outcome-based delivery model, and this area of interest covers the application, workflow, adoption, and change support that has to carry the transition. The office states plainly that a one-size-fits-all support model is unacceptable. The environment spans 11 distinct user domains, from point-of-care clinicians in garrison to combat medics operating in disconnected environments, to beneficiaries using the patient portal, plus the system administrators, biomedical engineers, and local IT support personnel who maintain those environments. Proposed solutions have to accommodate those workflows, priorities, and connectivity constraints, absorb new federal partners, and adapt enterprise workflows such as MEPCOM. Two award paths are open: a FAR-based contract or a prototype other transaction agreement under 10 U.S.C. 4022, with a 12-month base and four 12-month options anticipated. 2. Automated Classification Management Environment (ACME) RFI
The Defense Department needs an automated, AI-assisted classification capability, and this request for information explains why: manual classification infrastructure keeps the Department of War from sharing data at speeds its end users need for Joint All Domain Command and Control. The Automated Classification Management Environment would manage the end-to-end lifecycle of Executive Order 13526, 32 CFR Part 2001, associated department policy, and digital classification and declassification guidance. Responses should show the technical maturity and core competencies to solve the ACME/Battering Ram challenges detailed in the attached RFI document, and the attached Vendor Q&A goes back with the response. Solicitation number ACME-RFI-001 sets a response deadline of the fourth of September, so the qualification work happens fast. The government welcomes responses from vendors outside the defense industrial base, including solutions that already exist outside the department, which gives commercial AI vendors a stated way in.

3. SECO IT
Anyone tracking SECO IT is really tracking its amendment log. Amendment 0001 was released July 31, the proposal due date moved to September 14 on August 19, and Amendment 0002 followed on August 25 with answers to questions submitted during the Q&A phase. That amendment sets the deadline at 10:00 a.m. Central on September 14, and the government says more answers to unanswered questions will come in Amendment 0003. Clarifying questions went up August 28. The Defense Department record remains in solicitation status under solicitation number N4571A-26-R-0016. It points interested parties to the attached solicitation for all details, so the attachment set, and every amendment layered onto it, is the only place the requirement is actually defined. Teams that pulled the package in July are two amendments behind.

4. Public Health Content Development
The Indian Health Service requires commercial consulting services for public health content development, and Amendment No. 1 is now the operative package. The amended RFQ and revised attachments supersede and replace the previously issued RFQ and attachments, and the government's responses to vendor questions are folded in. Quoters have to prepare from the amended documents, so a response assembled from the original release does not answer the requirement as it now reads. Anything a team downloaded before the amendment is out of date. Health and Human Services runs this as a combined synopsis/solicitation under solicitation number IHS1524787, NAICS 541613. The amendment also moves the quote deadline to September 2 at 2:00 p.m. Eastern, which is the first thing to check before deciding whether there is time to respond at all.

5. DA01--Light Electronic Action Framework (LEAF) Recompete (VA-27-00002271) - NEW TO
Veterans Affairs is preparing to recompete its Light Electronic Action Framework support, and this record is the market research step. VA sets the boundaries hard: the RFI is for planning purposes only, it is not an invitation for bid, request for task execution plan, request for quotation, or request for proposal, and no funds have been authorized, appropriated, or received for the effort. Nothing obligates the department to acquire what the RFI describes, and responses are treated as information only, with no payment for direct or indirect costs. Submission rules are equally firm: 15 pages maximum, no marketing material, and the burden of marking proprietary, restricted, or competition-sensitive content falls on the respondent. The anticipated NAICS is 541512 with a $34 million size standard, which is the number to check before committing capture time. Responses under solicitation number 36C10B26Q0790 are due the eighth of September, and anything past the fifteen-page limit goes unread.

6. NISC Enterprise Support Tasking (NEST)
The Transportation Department is buying operations and maintenance for NIMS, the system its AJW-2131 Implementation Services Group uses to manage the NAS Integration Support Contract, and the transition is what makes this one complicated. NISC IV moves to NISC V during the award period, so the winner has to stand up a new system for NISC V while keeping NIMS running to close out NISC IV. Scope covers the task order management lifecycle, the financial management lifecycle including obligation and de-obligation of funds integrated with the FAA financial systems PRISM and Delphi, and the invoice and payments lifecycle, with quality assurance and quality control to keep the system continuously available. The vendor also maintains and runs reports from CMIS, the now-inactive system that supported NISC III, and acts as a subject matter expert. This solicitation, number 693KA9-26-R-00003, is set aside for women-owned small business concerns and closes October 15. A live NIMS demonstration on September 9, detailed in Section L.8, comes well before that.

7. Liaison and Director of Special Operations (LADS) Support Services
Everything falls to the contractor on this Liaison and Director of Special Operations support requirement: personnel, equipment, tools, materials, supervision, and quality control, except for what Paragraph 3.0 of the performance work statement lists as government furnished. Two amendments have already changed the package. Amendment 0001, dated August 25, removed and replaced the quote sheet and provided question and answer responses. Amendment 0002 replaces Wage Determination 2015-4857 Rev 33 with Rev 34 and incorporates Attachment E Rev 1, with responses current as of August 29. Both amendments state that the response due date is not extended, and offerors must acknowledge amendments with their quote. Bidders still costing from Rev 33 are pricing against the wrong wage determination.

8. CIO Microsoft Sentinel Implementation FY26
This Defense Department requirement covers highly specialized commercial professional services to design, implement, and operationalize Microsoft Sentinel, and it requires intimate, expert-level knowledge of USAWC's specific Microsoft 365 A5 licensing and security configuration. Performance is measured: a platform compliant with NIST SP 800-53 and the OMB event logging mandates cited in the requirement, approximately 350 endpoints and all specified M365 data sources onboarded, and a success rate of at least 98% in loading that data. Comprehensive training and as-built documentation are deliverables, because the government intends to reach self-sufficiency on the platform. The 98% threshold and the A5 specificity are the qualification hurdles worth testing first.

9. GEAR ASSY SPD REDUC

This Defense Department requirement sits under NAICS 333612 and remains in solicitation status, with quotes due September 4 under solicitation number N0010426QLB17. Two amendments have already changed the package: one allows additional time for quotations with all other terms and conditions unchanged, and another addresses the small business set-aside. The terms that shape a quote include a notice of total small business set-aside issued under a February 2026 class deviation, an option for increased quantity exercisable for 365 days, Buy American and Free Trade Agreements Balance of Payments certificates, and a notice of priority rating for national defense, emergency preparedness, and energy program use. Inspection of supplies is on fixed-price terms.
