In September 2026, with federal FY2027 beginning October 1, it is tempting to treat every relevant early notice as a capture priority. A small business rarely has the technical staff to respond well to all of them. Choosing a few carefully can produce a stronger account plan than circulating a standard capability statement to every contracting office in your market.
Find the question behind the request
Read the original notice and attachments before deciding how much effort to commit. An agency may want evidence of firms able to perform the full scope, information about a difficult transition or feedback on a draft requirement. Your strongest response depends on which question it is trying to answer.
Federal model guidance on early exchanges with industry describes their purpose as improving understanding of government requirements and industry capabilities. It also explains that an RFI can support planning when the government does not presently intend to award a contract. Read the particular notice's purpose and submission instructions; a response is useful because of the information it provides.
Consider a hypothetical IT support firm reviewing two notices. One asks about a service transition similar to work the firm recently completed. Its operations lead can explain the staffing sequence, risks and results. The other calls for nationwide coverage the firm has never delivered and would need several partners to support. Both may fit its general service category. They do not justify the same investment this week.
Give the buyer evidence it can use
A capable technical lead can make a response much more persuasive by supplying a few precise details. What work did your firm perform? At what scale? Under which operating constraints? What did your team own, and what depended on a customer or another contractor?
Those details help the buyer assess the relevance of the experience. They also expose gaps early enough to do something about them. If you would need a partner for part of the requirement, describe the proposed division of work accurately. An intended relationship should not appear as a committed delivery team.
Useful feedback can also explain where the draft requirement creates avoidable difficulty. Perhaps the proposed transition schedule overlaps a known operational peak, or the requested evidence overlooks an equivalent commercial use case. Explain the consequence and offer a practical alternative tied to the agency's objective. A general request to relax requirements gives the buyer much less to work with.
You do not need to attach your entire corporate story. Give the notice's questions enough space, follow its page limits and obtain permission before using customer references or material your firm cannot freely share.
Decide what the response is worth to your business
The capture lead and delivery lead should be able to explain why this response belongs ahead of competing work. Does it concern a buyer you intend to serve? Can you contribute credible information? Is there a plausible way to perform the eventual requirement? What would you want to learn from a later industry exchange?
A response can be worth doing even when the acquisition schedule is unsettled. It may clarify a technical issue, introduce relevant experience or help your team understand the scope. The business case becomes weaker when every important part of the proposed delivery depends on people or partnerships you have not secured.
Set a proportionate effort budget. A notice that asks a narrow question may deserve a short, technically sound answer. A detailed response with staffing analysis and several case studies needs a stronger reason to take people away from customer work. Avoid making that commitment solely because a deadline is close.

Ask for the service and target buyer or a specific notice. Use standard federal opportunity search and follow the source to the original notice, attachments and latest amendments. Record the actual response deadline, timezone and submission method. Do not copy a deadline from an unverified aggregator.
