Read the draft status, requested topics, template, comment deadline and submission channel. Capture the source and version. Identify dependencies or ambiguous terms that affect a credible response. Ask the delivery owner for evidence behind any claimed constraint. Do not invent operating facts or describe an illustrative example as a researched opportunity. 3. **Prepare specific changes** For each selected concern, cite the paragraph, explain the effect, and suggest a change or precise question. Preserve the government’s intended outcome. Distinguish a company preference from a supported delivery or competition concern.
