G2X: A quote your team can use. Give the subcontractor a clear scope.

Give your subcontractor enough detail to quote the work

Market Intelligence

Prepare a subcontractor quote request with a defined scope, shared assumptions and enough time to resolve the questions that affect your government proposal.

To get a useful subcontractor quote for a government proposal, give the company the work you want it to price, the requirements that govern that work, and the assumptions your team is using. Agree on what the response should contain and when you need it. A price becomes useful when your team can explain what it buys.

The difficult part often comes after a promising teaming conversation. Both companies see a fit, but the prime is still dividing the work and the potential subcontractor needs enough detail to assign people, estimate effort and identify dependencies. Sending the entire solicitation can provide context. It does not, by itself, tell the subcontractor which responsibilities you expect it to accept.

Define the piece of work before asking for its price

Start with the current requirement. GSA's guidance on responding to a solicitation explains that the government may describe work through a statement of work, performance work statement or statement of objectives, with different implications for what an offer must explain. Read the actual documents and amendments behind the opportunity you found in G2X federal opportunity research.

Then describe the portion you want the subcontractor to perform. Identify the deliverables, service locations, expected timing and interfaces with the rest of the team. Point to the relevant source sections and say which responsibilities remain with the prime. If the division is still a proposal, label it that way so the subcontractor can identify gaps before pricing hardens around it.

Suppose, for example, a small services firm is asking a partner to provide training within a larger implementation. “Price the training” leaves several consequential questions open: who develops the materials, who provides the training environment, how many sessions are assumed, and who handles revisions after the first class. This is an illustrative situation. The right answers come from that pursuit's documents and the team's proposed approach.

Give uncertain assumptions somewhere to go

A useful request distinguishes requirements from estimating assumptions. The government may have specified a deliverable while leaving attendance, travel or scheduling details unresolved. Tell the subcontractor which assumptions to use for the initial quote, and ask it to identify anything that would materially change the price or delivery plan.

This makes the first response easier to review. Two prices can look comparable while covering different responsibilities. One may include development of training materials; another may assume the prime supplies them. Resolve that difference before discussing which quote is cheaper.

Ask for the basis behind the price at a level appropriate to the work. That might mean a proposed staffing approach, quantities, inclusions and exclusions, or a short explanation of major dependencies. Use any required pricing format from the applicable request. Do not demand a large cost package simply because a spreadsheet can accommodate one.

Leave time to use the answer

Work backward from the prime's proposal schedule. The subcontractor's response needs to arrive early enough for technical review, questions, pricing integration and an authorized commitment. State the requested response time clearly, including the time zone, and distinguish it from the government's deadline.

If the scope changes, tell the subcontractor which version now governs the request and ask what changed in its quote. Keep the earlier response so reviewers can trace the difference. A revised total without its revised assumptions is difficult for the proposal team to defend.

The quote request should also identify who can answer questions and where the approved source files are available. Share only the material you are authorized to provide. Have the appropriate contracting owner settle any proposed terms before the team treats them as agreed.

Keep the next decision with the partner relationship

In G2X CRM Accounts, keep the existing partner relationship tied to an owner and a specific next action, such as resolving the training-material assumption before the technical review. Free CRM can hold the relationship context while the quote and sensitive pursuit documents remain in your organization's approved storage.

G2X Lumen can help compare an authorized requirement packet with a proposed scope and identify missing questions. Uploaded files become Company Library documents, so use that route only when the storage and audience are appropriate; the document guide explains how to choose the evidence. Lumen access and usage depend on the account. You can make the same comparison manually and use free CRM to keep the follow-up moving.

Before sending the request, have a colleague explain what the subcontractor is being asked to deliver and what remains undecided. If those answers are clear, the returned quote is much more likely to support a real teaming and pricing decision.

Prepare a reviewable subcontractor quote request

  • A G2X account for CRM, the current original requirement and amendments, an authorized proposed division of work, and the prime team's response schedule. No actual customer quote or executed demonstration is represented.
  1. Read the current requirement

Start with https://g2x.com/app/opportunities/sam and follow the original notice using https://g2x.com/docs/find-work/read-a-sam-opportunity. Read the SOW/PWS/SOO, pricing instructions and latest amendments. Preserve source URLs, versions, deadline and time zone. Do not infer subcontract scope from a title or incomplete packet.

  2. Define the request with the prime team

Ask the reader which deliverables, locations, timing and responsibilities the subcontractor should price. Distinguish mandatory requirements from proposed workshare and estimating assumptions. Identify interfaces and dependencies, and have delivery and pricing owners check the proposed scope.

  3. Prepare an unsent quote request

Return requested scope with source sections, assumptions, inclusions/exclusions to confirm, required response format, question contact and an internal due time that allows review before the government's deadline. Ask for the basis needed to compare the returned price. Identify unresolved terms for the authorized contracting owner; do not invent or send commitments.

  4. Use Lumen only with authorized evidence

Optional illustrative prompt, not executed for this article: "Compare this proposed subcontractor scope with the supplied requirement. Identify unassigned deliverables, unclear inputs, assumptions affecting price, and questions to settle before requesting a quote. Cite each document section and keep proposals separate from agreed commitments." Open Ask Lumen; use Add, then Add documents only after the reader authorizes the exact files and Company Library is approved storage for their audience. Follow https://g2x.com/docs/lumen/ask-a-good-question and check current access and limits at https://g2x.com/pricing. Verify every material finding in the originals. Follow up: "Which question must the prime answer before the subcontractor can estimate the work?" The manual path uses the same documents without Lumen.

  5. Keep the follow-up reviewable

Open the existing partner at https://g2x.com/app/crm/accounts, following https://g2x.com/docs/run-a-pipeline/track-an-account. Draft a specific next action and due date. Make CRM changes only with reader authority; verify the saved value afterward. Preserve sensitive quote documents in approved storage. Return the request for review without sending it.

Expected result: An unsent subcontractor quote request with traceable scope, assumptions, expected response and review timing.
