# Rehearse the file handoff before your government proposal is due

Check the submission route, file constraints, account readiness, and confirmation evidence before the final proposal handoff.

Original article: https://g2x.com/blog/rehearse-government-proposal-submission

A proposal submission rehearsal should establish whether the person responsible can deliver the required files through the buyer's stated route and recognize a completed submission. Do that preparation while access problems or conflicting instructions can still be resolved. Keep the rehearsal separate from sending the actual offer: a live procurement portal is not a place to submit test bids.

When you find a bid in [G2X SLED](https://g2x.com/app/opportunities/sled), follow its [official source](https://g2x.com/docs/find-work/find-state-and-local-work) before planning the handoff. Keep the buyer's response instructions with the opportunity reference so the submitting person can trace each requirement.

The practical output is a short handoff note tied to the solicitation. It identifies the final files, who will submit them, the applicable deadline and time zone, and the evidence that person must retain. It should also name anything that has not been tested. A proposal manager can then decide whether the remaining uncertainty is manageable before the team reaches its final handoff.

## Check the destination while the files are still changing

Begin with the solicitation's submission instructions and subsequent amendments. Confirm the portal or other authorized channel, required file formats, naming rules and size limits. A familiar buyer may use a different route for this procurement. The page where the team discovered the opportunity may also differ from the place where the buyer accepts responses.

The [Agency for Healthcare Research and Quality's proposal-system instructions](https://www.ahrq.gov/funding/contracts/proposal-instructions.html) show how specific the handoff can be. The page, last reviewed in December 2021, calls for separate technical, business and past-performance files when those proposals are required. It specifies a 40 MB limit for each volume and separate uploads for the written business proposal and its Excel file. This is an example of that system's published instructions, not a universal limit or confirmation of how a current solicitation must be submitted.

Check those constraints against the actual solicitation before assembling its package. If a portal guide and the response instructions disagree, resolve the conflict through the designated channel. Discovering a volume or size issue after several signed documents have been combined creates avoidable work near the deadline.

## Separate file preparation from the final action

Have the submitting person review account readiness through the organization's approved access process. Confirm that the right person can use the required account and knows where the final package will be stored. Do not share passwords as a substitute for assigning responsibility. If the portal offers an official training environment, use it within its rules; otherwise rehearse locally and document the limits of what you verified.

Open the proposed files from the handoff folder. Check readability, filenames, file sizes and the presence of the required parts. For a combined PDF, inspect the order and ensure signatures and inserted pages survived assembly. For separate volumes, confirm that the filenames make the intended placement clear. A clean copy in an author's working directory does not prove that the handoff folder contains the same version.

Some systems require further action after files arrive. [Bidnet Direct's own instructions](https://faq.bidnetdirect.com/electronic-bid-submission/) describe proposal, submission and confirmation stages. They also describe a not-submitted indicator and a final confirmation step. Use the instructions for the actual portal to identify the completion evidence; do not assume an upload progress bar is the receipt.

## Give the submitting person a controlled handoff

Agree on how late changes will reach the person submitting. When a replacement file arrives, identify which earlier file it replaces and repeat the affected checks. Avoid leaving several similarly named versions for that person to interpret while handling the portal. If something changes after an actual submission, follow the solicitation and portal's documented amendment or replacement process.

Leave enough room in the team's plan to address the issues found during rehearsal. A local check cannot establish portal uptime, network speed or successful acceptance at the eventual submission time. Record those limits plainly, along with any support channel the submitting person may need.

Keep the handoff package in your approved proposal workspace. [G2X CRM](https://g2x.com/docs/run-a-pipeline/track-an-account) can retain a brief next action for the buyer account. After the authorized submission, the responsible person should retain the actual receipt and verify that it identifies the intended solicitation and offer.

## For agents

Prepare a safe local rehearsal of a government proposal file handoff without submitting an offer.

- The user-selected solicitation, current response instructions and any local handoff files the user has authorized you to inspect. Prepare a rehearsal and report its limits. Account access belongs to the designated submitting person. Do not request credentials, enter personal details, upload test bids or perform the final submission.

1. **Read the actual submission instructions** Locate the user-selected opportunity in https://g2x.com/app/opportunities/sled or https://g2x.com/app/opportunities/sam and follow the original source. Record the current deadline, time zone, channel, accepted formats, naming, size limits and amendment instructions. Compare the solicitation with its actual portal instructions; preserve any conflicts rather than guessing which controls. Do not enter personal information in a request or form.

2. **Prepare a local rehearsal** Produce a checklist for the authorized submitting person to check account readiness and file access in the approved organizational process. Inspect only files the user has authorized you to access locally. Check the exact handoff filenames, formats, sizes, legibility and required parts. Use an official sandbox only if its use is separately authorized. Do not upload test files to a live bid, create accounts or transmit private proposal material.

3. **Identify receipt evidence** Read the portal operator instructions for the actual submission and confirmation stages. Describe what remains after upload and the receipt the human submitter should retain. Distinguish a locally tested file from a portal-accepted offer. Do not press Submit, certify terms, withdraw or replace an offer as part of this rehearsal.

4. **Deliver the handoff note** Return the source-linked requirements, checked filenames, verification limits, unresolved questions and proposed submission owner. If authorized to update CRM, use https://g2x.com/docs/run-a-pipeline/track-an-account and retain only public context plus the next action on the existing account; verify the save. Keep questions as drafts and request no credentials. Actual submission is outside this task.

Expected result: A source-linked handoff note listing the exact files, submission requirements, verified local checks, untested portal dependencies, designated human owner and expected receipt evidence.
