Which proposal gets your team's time?
When several government bids compete for the same technical and pricing reviewers, use G2X research to decide where the next hour will make a difference.
A small GovCon team should prioritize competing proposals by the work still needed to produce a credible offer and the people available to do it. Two opportunities can each pass a bid/no-bid review while competing for the same technical lead, estimator or executive. The next decision is how to allocate those people's time across the bids.
This is a different conversation from ranking opportunities by advertised value. The most attractive contract on paper may need substantial discovery before the team can write a defensible response. A smaller pursuit may already have the customer context, relevant evidence and delivery commitment needed to compete well.
With FY2027 beginning October 1, 2026, this is a useful time to review the work already occupying the proposal calendar. A new fiscal year does not give the team more hours.
Find the bottleneck before dividing the work
Use G2X federal opportunity research to bring each current notice and its original documents into the discussion. Confirm the actual deadlines, evaluation criteria and outstanding questions. The opportunity-reading guide is a useful reference for checking the source material. Then ask each proposal owner what still requires a scarce person's judgment.
For example, a hypothetical engineering firm has two responses due in the same week. One needs its senior engineer to design a new technical approach. The other needs that engineer to verify a method the firm already uses. Both appear on the calendar as a technical review, but they are very different commitments.
Describe the contribution in enough detail for its owner to estimate it. Include preparation and follow-up, not just the review meeting. Ask what current customer work would move if the person accepts both assignments. That exposes the actual constraint before the proposal manager tries to solve it by adding another writer.
Spend time where it can change the offer
A useful prioritization discussion separates missing writing from missing facts. An unwritten section supported by established experience is a manageable production task. An unconfirmed partner role or untested delivery assumption can change whether the response should proceed at all.
Compare the next useful action on each bid. Would an hour with the delivery lead settle a decisive staffing question? Would a pricing review reveal whether the approach is affordable? Or is the team polishing a section while a critical commitment remains unresolved elsewhere?

Check what happens if both succeed
Proposal capacity and delivery capacity deserve separate conversations. A team may be able to finish both responses and still struggle to mobilize both contracts on the proposed schedules.
For federal work, FAR 9.104-1 connects contractor responsibility with the ability to meet the performance schedule while considering existing commercial and government commitments. Review the applicable solicitation and agency provisions for the actual award. For internal planning, ask the delivery owner to examine the combined workload before committing the same resources twice.
A plan to hire or subcontract can be reasonable. It should have an owner, a realistic lead time and an agreed point at which the business will reconsider. Avoid treating a low estimated chance of winning both bids as the staffing plan.
Make a decision the proposal team can use
The owner should leave the discussion able to say which bid gets priority, which contributions are committed and what would change the decision. The second bid may proceed with a narrower internal effort, move forward only after a specified question is answered, or stop. Any reduced effort still has to meet the solicitation; it is not permission to omit required material.

Reconcile the actual competing bids
Use G2X federal opportunity research to open each relevant notice and its original documents. Record actual response deadlines, review needs and unresolved source questions. Link to the existing bid/no-bid article if an individual opportunity has not been qualified. Do not invent a portfolio or claim research was executed without observation.

Consider the combined delivery case
Ask the delivery owner what would happen if multiple bids succeeded on their proposed schedules. Identify assumptions about recruits, partners and lead time. Cite applicable responsibility provisions only within their scope. Keep a proposed plan separate from confirmed availability or eligibility.
Prepare a comparative brief with Lumen

Cite the requirements behind them, propose an order for resolving the questions and flag missing availability facts. Do not invent win probabilities or assign work.
