Before you price a federal service contract
Use G2X to research the requirement, then connect the wage determination, benefits and staffing plan before committing to a federal service price.
A federal service-contract estimate should start with the people required to perform the work and the labor terms in the solicitation. For covered work, the wage determination and required benefits belong in that estimate before the team decides what it can afford to bid. Finding a promising requirement in G2X is the beginning of that conversation between business development, operations and payroll.
That conversation is especially useful as teams prepare for FY2027, which begins October 1, 2026. A familiar service at a new location can come with different staffing conditions. An earlier price can be a useful reference, but the new package needs its own labor review.
Read the work and the labor terms together
Start with a relevant result in G2X federal opportunity search, then open the original solicitation and attachments. Read the performance requirements alongside the labor provisions. A facilities-support requirement, for example, may involve routine work, coverage during specific hours and additional response obligations. Each affects the people and hours the estimator must account for.
The wage determination gives the pricing team another part of that picture. Have the person responsible for labor compliance confirm which determination and classifications apply to the proposed work. The title used in your own organization may not settle the classification. If the package leaves the applicable location, duties or determination unclear, raise that question through the solicitation's stated process before building a price around an assumption.
SAM.gov's wage-determination service is the official place to research the document. Keep the determination number and revision tied to the solicitation you are reviewing; a search for a newer document is a reason to check the package, not to silently replace its terms. The hourly wage is one part of the cost
DOL's Service Contract Act fringe-benefit guidance explains that covered fringe benefits are separate from the specified monetary wage. Health and welfare, vacation and holiday provisions deserve their own review. Existing benefit arrangements also need to be assessed against the actual obligation; a general payroll percentage is not that assessment.
For the estimator, the practical question is how those requirements fit the proposed staffing plan. Who covers a required shift when the assigned employee is on leave? Is a supervisor also expected to perform billable work? Will the company have to recruit locally, and at what compensation level can it realistically fill the roles? A compliant minimum and a workable hiring budget answer different questions.
Bring payroll, recruiting and the delivery lead into the estimate while those assumptions can still change. Ask each to identify the part they can support and the information they still need. The result should be a price built on an achievable operating plan, with unresolved labor questions visible to the person approving the bid.
Give option years their own review
A multiyear opportunity adds another decision: how changes in labor obligations will be treated over time. Where FAR 52.222-43 is included, it provides a defined adjustment mechanism for specified wage and benefit changes. It does not turn every future cost increase into an automatic reimbursement.
Have the contracts and pricing reviewers read the applicable adjustment language together. Identify what the clause covers, what documentation it requires and which costs remain business assumptions. That is more useful than applying a blanket escalation percentage without checking how it fits the contract.

Establish the original requirement
Open the relevant federal opportunity in G2X and follow the original notice. Collect the performance requirements, labor clauses, wage determination and amendments. Record document versions, determination number/revision, locations and the questions deadline. Do not invent a record or assume a newer search result automatically replaces incorporated terms.

Organize the cost and clause questions
Bring the actual wage and benefit provisions to payroll and pricing. Do not infer that a generic payroll percentage satisfies the obligation. Read any included adjustment clause for coverage, notice and documentation requirements with the contracts reviewer. Do not determine compliance, substitute a classification or calculate a bid from missing inputs.
