G2X: Test the Service Promise. Define the metric before making the commitment.
October 17, 2026

Before You Bid, Define the Service-Level Commitment

Market Intelligence

Evaluate service-level commitments by reconciling solicitation language and confirming what delivery systems can measure before promising performance.

Evaluate government contract service-level requirements by reconciling the solicitation’s performance promise with what delivery can measure and support. Before bidding, capture and delivery need a common understanding of the metric and its measurement rules, especially when attachments use different thresholds. This review concerns the service commitment itself. Estimating routine reporting costs or resolving post-award acceptance and invoice questions requires separate analysis.

A familiar metric can hide an unfamiliar obligation

Capture, pricing and delivery may all recognize call-answer time yet mean different things by it. A dashboard does not establish which event starts the clock, whether a queue transfer changes it, or which calls belong in the measured population. Those details determine what the proposal actually promises.

An average is also different from the percentage of calls answered within a threshold. In a hypothetical call center, quickly answered calls could lower the average while other callers wait beyond the required limit. A favorable average would not establish that the required percentage met its threshold. Review the measure the solicitation uses, rather than substituting a familiar dashboard statistic.

Two PWS passages worth reading together

The public DHA P/HIRMAC solicitation, HT941026R2001, provides a historical example. Its original notice was posted May 21, 2026, its revised offers-due date was September 30, 2026, and its deadline had passed by October 16, 2026. It is used here to examine requirements, not as a current bidding invitation or a finding about award status. Original SAM notice

The original PWS contains materially different formulations. Section 5.1.11, page 21, requires every call to be answered within 60 seconds. Section 5.4.7, page 27, specifies 90% within 60 seconds and 100% within 90 seconds, with reporting in 15-minute increments. These are performance requirements, not observed contractor results. Original PWS

The buyer’s answer to Q322, on PDF page 37, identifies 90% within 60 seconds and 100% within 90 seconds as the controlling standard. It also points to Q180 and describes removing a sentence about the third ring. Original buyer Q&A Read that actual answer, its cross-reference and the amendment set alongside the PWS; do not silently choose the easier wording. This example does not establish a universal rule about the precedence of solicitation Q&A.

What delivery must be able to measure

The delivery lead should connect each obligation to evidence the operating system can produce: start and end timestamps, the measured call population, the calculation window, and treatment of exclusions or missing data. Confirm whether the reporting interval also defines the compliance window.

Delivery must also model workload under actual demand. Service percentages cannot simply be converted into staffing counts. If volumes or arrival patterns are unavailable, leave them unknown. Keep internal performance evidence in the organization’s approved system for human review. Public requirements alone cannot establish the organization’s achieved performance or readiness to make the commitment.

Keep the review attached to its sources

The manual path can use free G2X SAM search, original documents and retained notes. The SAM opportunity guide explains the record. A G2X CRM account record can retain notes, an owner and a next action, as described in the account-tracking guide. Creating that record does not contact anyone. The G2X guides linked here require sign-in.

Optional Lumen can extract and cite public requirements and draft clarification questions. That work can inform a human fit-and-gap review and response plan, but cannot establish internal performance. The question-writing guide can help frame a bounded request. Check its answer against the actual documents. Lumen usage follows your account allowance.

Bring a commitment-review note to the bid decision with the sourced threshold, unresolved clock and population definitions, and the evidence delivery must validate. For each open point, name the human reviewer, record the question and set a next action. If the call system cannot produce the required timestamps, record that gap before anyone promises compliance.

For agents

Help capture and delivery teams evaluate a pre-bid service-level commitment through public-source reconciliation and human delivery validation, without treating requirements as achieved performance.

  • Public solicitation documents and a place to retain notes are sufficient for the manual path. Use G2X account features only with account authority; linked G2X documentation requires sign-in. Optional Lumen use requires public solicitation documents the user is authorized to upload. Personnel and internal performance evidence stay in the organization’s approved system for human review.
  1. Confirm the review goal and account authority

Confirm the target solicitation, the version or amendment set to review, and that the requested output is a pre-bid commitment-review note rather than a staffing model, routine-report cost estimate or post-award acceptance analysis. Use details and account authority already established; ask only for missing information or authorization. Default to reading public sources and returning the result in the current conversation. Ask before record writes, uploads or outreach unless the specific action is already authorized. No third-party outreach is needed for this review. Do not request personnel files, customer text or internal performance records.

  2. Locate the notice and preserve its historical context

For the article’s example, start at https://g2x.com/app/opportunities/sam and search for HT941026R2001; if necessary, try P/HIRMAC separately. Signed-in record guidance is at https://g2x.com/docs/find-work/read-a-sam-opportunity. Compare any located record with the original notice at https://sam.gov/opp/ab6dec24f9644f1fb765c6261c3a0ebd/view. Check the solicitation identifier, posting date, attachment identifiers and amendment dates. Preserve the historical context: the original posting was May 21, 2026, the revised offers-due date was September 30, 2026, and its deadline had passed by October 16, 2026. Do not present it as a current invitation or infer award status. If reviewing another solicitation, use its identifier and original attachments. If G2X search does not locate a record, use the original public source; a missing search result does not prove that a procurement does not exist.

  3. Reconcile the public requirement language

Open the original PWS at https://sam.gov/api/prod/opps/v3/opportunities/resources/files/f9ed312b215949e58dbce0cd7617fc7c/download?api_key=null&token= and the original buyer Q&A at https://sam.gov/api/prod/opps/v3/opportunities/resources/files/9069afee4f5c41bab190ac8ba3e8159a/download?api_key=null&token=. Compare PWS section 5.1.11, page 21, requiring all calls within 60 seconds, with section 5.4.7, page 27, requiring 90% within 60 seconds and 100% within 90 seconds, with 15-minute reporting increments. Read the actual Q322 answer on PDF page 37, its reference to Q180, and the amendment set alongside those passages. Q322 identifies the controlling standard for this example and notes removal of the third-ring sentence. Do not silently select the easier threshold or generalize this treatment into a universal Q&A precedence rule. For each requirement, retain the source URL and page or section citation, metric, clock start and stop, population, threshold, measurement window, reporting interval and stated exclusions. Leave missing definitions or unavailable source material unresolved rather than filling gaps by assumption.

  4. Use Lumen only for optional public-source extraction

Manual reading and retained notes are sufficient. If the user requests Lumen and upload authority is established, use Add > Add documents > Company Library for only the authorized public PWS, buyer Q&A and relevant public amendments. Ask for upload permission only if it is missing. Do not upload personnel material, internal performance records or customer evidence. Guidance is at https://g2x.com/docs/lumen/ask-a-good-question. Illustrative prompt, not an executed demonstration: “Use only the supplied PUBLIC HT941026R2001 solicitation documents. Extract the call-answer service-level requirements and cite each finding by document, page and section or question number. For each requirement, identify the metric, clock start and stop, measured population, threshold, measurement window, reporting interval and stated exclusions. Examine PWS sections 5.1.11 and 5.4.7 and buyer Q322; follow Q180 only if supplied. Identify inconsistent wording and what the supplied Q&A or amendments explicitly clarify. Mark missing definitions as not stated; do not infer them. Draft concise buyer clarification questions for unresolved public-document ambiguities. Do not calculate staffing, assess internal suitability or claim achieved performance.” Expected result: a draft source-cited extraction and proposed questions for human review, not proof of delivery capability. Check every citation and threshold against the actual files.

  5. Frame the human delivery-validation questions

Prepare questions for the user’s delivery lead without contacting that person. Ask which source-system events establish clock start and stop, how the call population is defined, which calculation window applies, and whether the system can produce the necessary timestamps and supporting evidence. Ask the human reviewer to model workload against actual demand in the organization’s approved system. Leave missing volumes and arrival patterns unknown; do not infer staffing from service percentages. Personnel and internal performance evidence must remain in that approved system for human-only review, not in Lumen or this conversation. Do not use AI to assess personnel or judge or score customer or internal text. Retain only a non-sensitive, user-provided statement about whether the required evidence can be produced, or identify the question as awaiting human review. Keep proposed buyer questions as drafts with no outbound action.

  6. Return the commitment-review note

Produce the note in the current conversation by default. Include source-linked requirements, the PWS wording difference, Q322’s identified standard, unresolved measurement definitions or missing source material, human delivery-validation questions, any non-sensitive confirmation supplied by the user, and draft clarification questions. Distinguish requirements from observed results and average speed from percentage-within-threshold compliance. Do not claim that checks, uploads, writes or outreach occurred unless they actually occurred. If the user requests an authorized CRM save, consult https://g2x.com/docs/run-a-pipeline/track-an-account and retain the note, a user-designated owner and a next action in the selected account record; ask only for missing write authority or field values. Otherwise make no record changes. Do not imply an automated handoff, task or contact.

Expected result: A source-linked commitment-review note stating the applicable service thresholds, unresolved measurement definitions, human delivery-validation needs, draft clarification questions and a user-designated next action.
