# Read the evaluation factors before dividing the proposal work

Use the buyer's stated evaluation approach to decide which evidence your proposal team must strengthen and which questions need an answer before more writing.

Original article: https://g2x.com/blog/government-rfp-evaluation-writing-priorities

Read government RFP evaluation factors as instructions for the evidence your team needs to present. Identify the required minimums, the factors the buyer will compare, and any stated order of importance. Then assign work to the people who can support those points. A factor's importance does not translate automatically into a percentage of your pages or writing hours.

This decision comes after your team has chosen to pursue the work. You may already have a compliant outline and a realistic schedule. The remaining problem is where to spend scarce technical and management attention within that one response: strengthening an explanation, finding proof, resolving an assumption or leaving a finished section alone.

## Separate a threshold from a chance to distinguish the offer

Begin with the evaluation language and the response instructions together. A threshold tells you something the offer must satisfy. A comparative factor tells you something the buyer will assess under its stated approach. The actual solicitation determines how those pieces work; avoid carrying the evaluation model from your last bid into this one.

A recent Navy notice makes the first distinction tangible. The Southwest Regional Maintenance Center's [ServiceNow staff-augmentation notice, N5523626Q0114](https://sam.gov/workspace/contract/opp/a9ef3e73dd004004bb4cefb17d2cc292/view), names technical acceptability, price and past performance in its evaluation section. It specifies at least five years of IT experience for onsite personnel and labels the price approach lowest price technically acceptable. Its response deadline was September 4, 2026; this is a closed-notice illustration, not an invitation to bid. The full work requirements and certifications are in the accompanying statement of work.

The practical implication is limited but useful. For a requirement with a stated experience minimum, a team needs support for the proposed person's qualifications. More polished company history will not supply that missing evidence. The example does not establish how another solicitation evaluates experience or whether additional experience earns an advantage there.

When a solicitation instead describes relative importance or a comparative assessment, look for what the buyer actually says it will judge. Do not invent points, weights or preferences the documents do not provide. If an ambiguity changes your response strategy, identify it early enough to use the authorized question process.

## Find the weak evidence behind the longest section

GSA's [solicitation-response guidance](https://www.gsa.gov/sell-to-government/step-2-compete-for-a-contract/respond-to-a-solicitation) describes evaluation considerations including technical approach, management, experience, past performance and quality control. That is useful orientation. Your assignment plan still needs to follow the factors and requested evidence in the specific procurement.

Imagine a hypothetical response in which the buyer will assess continuity during a service transition. The proposal already describes the team's general transition method at length. What remains unresolved is who covers a critical function while new staff gain access. Another page about the method adds little until the delivery owner settles that dependency.

Give that owner a precise task: confirm the coverage plan, explain its assumptions and provide the evidence needed to support the proposed approach. The writer can then make the answer clear. When the missing contribution is a fact or commitment, assigning another writer does not resolve it.

Apply the same reasoning to sections that already work. If the response contains the requested evidence, answers the evaluation question and agrees with pricing and staffing, further polishing may have less value than resolving a material gap elsewhere. The proposal manager should be able to explain what each remaining review is expected to change.

## Allocate the next review, then check the whole response

Keep a short working note for each consequential gap: the factor involved, the source paragraph, the evidence still needed and the person who can provide it. Use the buyer's stated priorities and your team's actual weaknesses to order the work. Mandatory response requirements remain mandatory even when another factor receives greater emphasis.

This note serves a different purpose from the [compliance matrix](https://g2x.com/blog/government-proposal-compliance-matrix). The matrix checks whether required material is present. The allocation discussion decides what your team should improve next. Use both without turning either into a predicted government score.

Start from the opportunity in G2X and follow the [original notice and attachments](https://g2x.com/docs/find-work/read-a-sam-opportunity). Free opportunity research and your team's working documents are enough for the manual review. With G2X Lumen, you can supply authorized solicitation and response files and ask it to connect evaluation language to evidence gaps. Uploads become Company Library documents; check the permitted storage and audience first, and review every consequential finding against the originals. Lumen access and usage are separate from the free manual path.

Before the final review, check that the improved answer appears where the instructions require it and remains consistent with the rest of the offer. The useful outcome is a proposal team that knows why its next hour belongs on a particular decision, source or explanation.

## For agents

Allocate proposal effort to evidence behind evaluation factors

- The complete current solicitation, evaluation and submission instructions, amendments, permitted draft response and the proposal team's available contributors. The Navy example closed September 4, 2026 and is only an illustration.

1. **Collect the actual evaluation basis** Start from https://g2x.com/app/opportunities/sam and follow https://g2x.com/docs/find-work/read-a-sam-opportunity to the original documents. Read evaluation language, response instructions, scope and amendments together. Record versions and dates; retain missing documents as gaps. The article's Navy example concerns the original notice body's evaluation section, not a verified complete SOW review.

2. **Identify what the buyer says it will assess** Separate minimum requirements, comparative factors and any explicit relative importance. Preserve the exact source paragraph and stated method. Do not invent weights, points or preferences. The inactive Navy N5523626Q0114 notice lists technical acceptability, LPTA price and past performance, with a five-year IT experience minimum for onsite personnel; its September 4, 2026 deadline has passed. Recheck any reader-selected live opportunity separately.

3. **Match consequential factors to supported evidence** For each gap, locate the draft answer and supporting facts. Distinguish missing prose from an unresolved delivery commitment, qualification or assumption. Ask the person who owns the evidence for a specific contribution. Do not treat an AI label or a section's length as evidence of quality or compliance.

4. **Use an optional Lumen first pass** Illustrative prompt, not executed: "Compare these evaluation factors and submission instructions with the authorized draft. Cite each factor, locate the supporting response evidence, and identify consequential gaps. Distinguish missing facts or commitments from writing that needs clarification. Do not invent scores, weights or government preferences." Open Ask Lumen and Add documents only for exact files the reader authorizes for Company Library and its audience. Follow https://g2x.com/docs/lumen/ask-a-good-question and current access at https://g2x.com/pricing. Verify every finding against the originals. Follow up: "Which gap needs an owner's decision before a writer can improve the answer?"

5. **Return the next assignments and final checks** Produce a short evidence-allocation plan with source paragraph, gap, responsible contributor and expected contribution. Let the proposal owner decide priority. Keep all mandatory submission requirements in the compliance matrix at https://g2x.com/blog/government-proposal-compliance-matrix and recheck consistency across final files. Do not promise a score or award, submit the response, or change saved records without authority.

Expected result: A proposal evidence-allocation plan explaining which contributor should resolve each material gap and why, without predicted government scores.
