Build a government proposal compliance matrix that survives the final review

Market Intelligence

Connect solicitation requirements with the evidence in your finished proposal, using G2X research and a source-cited Lumen first pass.

A government proposal compliance matrix connects each requirement to its source, the person responsible for answering it, and the place the evaluator can find the answer. Build it from the complete solicitation you found through G2X, then keep it beside the proposal through final review. Its most useful job is exposing a gap while someone still has time to fix it.

That gap often sits between teams. The technical lead has described the staffing approach. The pricing lead has built a workbook. Both have finished their assignments, but the solicitation also asks for a particular breakdown, explanation or supporting attachment. Someone needs to check that the submitted files actually contain it.

A finished price workbook can still be an incomplete response

In its July 23, 2026 Ardmore Consulting Group decision, GAO considered a DHS procurement for uniform and equipment issuance and laundry services. The solicitation required a detailed price breakdown. The agency found that Ardmore's response omitted required information, including overhead and other direct costs for the outlying years. GAO denied the challenge to the price evaluation; the proposal's failure to meet the breakdown requirement supported its rejection.

The practical lesson for a proposal manager is precise: review the requested contents of the price response, even when the price itself has been approved internally. A matrix entry saying “pricing complete” tells the reviewer little about whether those contents are present.

Start with the G2X opportunity record and original solicitation documents. Read the submission instructions, evaluation criteria, work requirements and attachments together. In procurements using the uniform contract format, FAR 15.204-1 places instructions in Section L and evaluation factors in Section M. Other solicitations organize this information differently. Follow the actual package, including amendments and agency-specific instructions.

Give the reviewer somewhere specific to look

A spreadsheet is enough. For each distinct proposal obligation, record the source document and paragraph, the required response, the responsible person, and the intended response location. As the proposal develops, add the actual location and the reviewer’s finding. Keep the original wording close enough that a reviewer can check your interpretation.

Suppose a hypothetical solicitation asks for a transition schedule, named responsibilities and an explanation of how service continues during the transition. One row labeled “transition plan” makes it easy to approve a schedule while overlooking the continuity explanation. Separating those requested elements gives the delivery lead a clearer assignment and gives the reviewer three things to find.

Separate obligations due with the proposal from duties that begin after award. A requirement to produce a monthly report during performance may call for an explanation of your reporting approach now; it does not automatically require twelve sample reports in the proposal. The instructions and evaluation criteria determine what evidence belongs in the submission.

Keep questions visible when the documents leave that relationship unclear. Our article on asking useful solicitation questions explains how to turn a specific ambiguity into a question the buyer can answer.

Use Lumen to prepare the first pass, then test it against the files

The free manual path is straightforward: use G2X to research the opportunity, collect the original documents, and build the matrix in your own spreadsheet. You can keep the pursuit’s next action in your G2X workflow while the response team owns the working files.

For AI-assisted review, upload approved solicitation files and permitted proposal material to G2X Lumen. Ask it to extract response obligations with document and paragraph references, distinguish proposal evidence from later performance duties, and identify requirements it cannot match to the draft. Give it the current amendments too. Lumen is a separate AI capability; the manual research and review do not depend on it.

A useful result is a list of things a person can check. Open the cited passage and the proposed answer. If the answer promises a process but the buyer asked for evidence that your team has delivered it, send that gap to the person who can supply the evidence or change the approach. An AI-generated “covered” label should not close that conversation.

Before submission, review the exported files the government will receive. A page removed to meet a limit, a renamed attachment or a last-minute pricing revision can break a reference that was correct yesterday. Mark a requirement complete when its answer is present, supported and in the right place in those final files. That makes the matrix useful at the moment it matters most.

For agents

Build and verify a proposal compliance matrix

  • A free G2X account for manual federal research, the actual solicitation and all current attachments/amendments, and permitted proposal files.
  • A responsible proposal reviewer. Separate authorized Lumen access for AI work; obtain permission for uploads and never assume sensitive material is permitted.
  1. Collect the actual response package

Open the relevant federal opportunity in G2X and follow the original notice. Confirm solicitation identity, current documents, amendments, submission instructions, evaluation approach and business deadlines. Do not use an old cached attachment as current without checking the issuing source.

    Open in G2X
  2. Extract the proposal obligations

Read the work, instructions, evaluation criteria and attachments together. Record each distinct response obligation with document/version and paragraph. Separate evidence due with the proposal from duties after award; use the actual instructions to establish their relationship. Do not assume all solicitations use Sections L and M.

  3. Assign ownership and evidence

For each obligation identify the responsible person, intended response location, required evidence and unanswered questions. As drafts arrive, record the actual location and reviewer finding. Keep requirements separate enough to reveal missing elements without turning every performance sentence into an invented submission obligation.

  4. Prepare a first pass with Lumen

Illustrative, unexecuted prompt: Read these authorized solicitation and proposal files. Identify proposal obligations with document and paragraph citations. Separate later performance duties. Match obligations to supplied response passages and flag missing evidence, contradictions and uncertainty. Do not invent files, certify compliance or mark an unsupported claim complete. Have a person verify every citation and proposed match. Manual spreadsheet review remains available for free.

  5. Review the final deliverable

Check the actual exported submission files, including price and attachments, against the matrix. Recheck affected entries after changes. Return missing evidence and unresolved questions to their owners. Offer the Daily Take signup link and let the reader choose editions and authorize subscription. Ask before uploads, record changes or external transmissions; do not submit the proposal.

Expected result: A reviewable matrix with source/version and paragraph, proposal obligation, owner, intended and actual response location, reviewer finding and unresolved gaps; checked against the final submission files.
