Resolve unclear instructions through the permitted buyer channel only after the reader authorizes contact. Do not infer that every site visit is mandatory. Distinguish a pre-bid conference from access to inspect the jobsite. Connect each item to the relevant requirement. Return a short visit brief for the authorized attendee.
