Make a government pre-bid site visit worth the trip

A pre-bid site visit is most useful when the person attending knows which parts of the estimate are still uncertain. Access routes, occupied spaces, equipment condition and permitted working hours can all affect how a contractor delivers the same written scope. The visit gives your team a chance to investigate those conditions before committing to a price.

A September 2026 example: campus HVAC work
Grambling State University's HVAC labor solicitation, issued September 21, 2026, lists a pre-bid meeting for September 30 at 9 a.m. in the Purchasing Conference Room at 429 Main Street. Its original solicitation packet separately tells prospective bidders to arrange a jobsite visit through Purchasing by email. Plan for both the meeting and the site inspection, and confirm the access needed to examine the conditions under which the work will be done.
The service specification also sets response expectations for ordinary and emergency calls. Emergency calls require a response within 60 minutes, with an outside limit of 90 minutes. For an HVAC contractor, that raises practical questions about where the technician starts, campus access and the personnel available when another job is already underway. A company may have the technical capability and still need to investigate whether it can support that service pattern.
That is what makes the visit valuable. The contractor can connect the written requirement to a delivery plan rather than price from a general impression of the campus. Find bid 50018-270005 in the official LaPAC bid listing before acting on the dates or instructions. The university's packet is a useful example of how a visit can inform the delivery decision.
Send the person who can test the estimate
For a small contractor, attending may mean taking an owner or supervisor away from paid work for half a day. Make that time specific. Before leaving, have the estimator identify the assumptions with the largest effect on labor, equipment or scheduling.
A flooring contractor might need to understand how work can be sequenced around occupants. A facilities contractor may need to see access to service areas and where equipment can be staged. These are illustrative situations, but the question is the same: what can we learn here that would change how we plan or price the work?
The attendee should know the relevant scope and have a short list of observations to bring back. Follow the buyer's registration, identification, attendance and photography rules. Where attendance is mandatory, treat the stated conditions as part of qualifying for the opportunity, including any sign-in or stay-through requirements.

Separate what you saw from what needs an answer
Useful visit notes describe the condition and its consequence. “Service entrance reached through a shared loading area” gives an estimator something to investigate. “Access looks difficult” is harder to use. Record measurements and photographs only where permitted, and identify the location so a colleague can understand the observation later.
An observation does not necessarily resolve the contractual question. A representative may describe how work usually happens, while the bid documents require something else. In Grambling's packet, the university says document interpretations are made through formal addenda and tells bidders not to act on contrary oral discussions. Keep the source of each answer clear and send material unresolved questions through the stated procurement channel.
Do not let the visit end with a folder of photographs nobody uses. Review the notes with the estimator while the conditions are still fresh. Decide which assumptions can now be priced, which need a written answer and which make the work a poor fit for the team.

From the current original notice and addenda, record the meeting date, local time, registration, attendee qualifications, mandatory attendance conditions, location, photography rules and question deadline. Resolve unclear instructions through the permitted buyer channel only after the reader authorizes contact. Do not infer that every site visit is mandatory. Distinguish a pre-bid conference from access to inspect the jobsite. In the Grambling example, the packet lists a conference-room meeting and separate instructions to email Purchasing to arrange a jobsite visit.
Prepare questions that affect delivery
Ask the estimator which labor, access, equipment, sequencing and service-response assumptions affect the estimate. Connect each item to the relevant requirement. Return a short visit brief for the authorized attendee. Do not invent measurements, site conditions or attendance.
Analyze authorized documents and notes with Lumen
