# How to Review Key Personnel Requirements in a Government RFP

Review the named-person packet for required format, supported experience and authorized commitment before the proposal reaches an evaluator.

Original article: https://g2x.com/blog/government-key-personnel-resume-review

Review key personnel requirements in a government RFP by checking whether each named person's submission puts supported qualifications inside the buyer's required resume format. Read the solicitation and amendments together, including the page limit and evaluation instructions. Have the human staffing/contracts owner separately confirm the required commitment evidence and what the individual has actually authorized.

## A strong bio still needs proposal work

A polished internal bio can be useful background without being ready for evaluation. The proposal lead still has to find dates, distinguish the person's actual role and fit the supported experience into the required space. An accomplishment described elsewhere in the proposal may not help if the buyer evaluates only the resume template.

Hypothetical: a staffing team has a bio that combines hands-on delivery and supervisory work within one date range. If the RFP distinguishes those kinds of experience, the broad range does not resolve the requirement. The staffing owner needs to clarify the chronology with the individual and check the supporting records in approved storage before the writer revises the resume.

This review concerns the named-person submission packet, separate from past performance or a full proposal compliance matrix.

## When the required format controls the review

In the historical [Federal Working Group Inc. decision, B-422251.7, September 10, 2024](https://www.gao.gov/products/b-422251.7), GAO considered an OCC procurement requiring resumes for four named key personnel in provided templates. The solicitation said information outside those templates would not be evaluated. After reevaluation and discussions, FWG supplied responses below its old resumes rather than revising them within the required format. GAO denied the protest, finding the agency reasonably rejected the submission.

The practical consequence is specific: put supported experience inside the form the solicitation says will be evaluated. The decision concerns that procurement's instructions; it does not establish automatic rejection for every resume-format defect.

## Separate public instructions from personnel evidence

The manual route can start with [G2X's free federal search](https://g2x.com/app/opportunities/sam). Follow the opportunity's source links to read the official solicitation, amendments, templates and public answers. Keep document dates, page references and links in your notes so the staffing owner can reopen the governing instruction. The [SAM opportunity guide](https://g2x.com/docs/find-work/read-a-sam-opportunity) supports that reading path. G2X docs require sign-in; the review itself can proceed through free search, document reading and retained notes.

Optional Lumen use should stay limited to extracting and citing public solicitation requirements and identifying questions. Use only authorized public documents and check each result against its source. That extraction can help the human owner identify unanswered submission questions and plan the response. Resumes and internal performance evidence stay in the organization's approved system for human review. The [Lumen question guide](https://g2x.com/docs/lumen/ask-a-good-question) can help frame the request. [Lumen usage follows your account allowance](https://g2x.com/pricing).

## What stays in the readiness note

The working product is one named-person submission-readiness note in the organization's approved system. It identifies the required form and page limit, where each qualification appears in the proposed resume, the supporting evidence location, unresolved chronology, required commitment evidence and its confirmed or unconfirmed status, and the approval owner. Record precise locations, such as a resume section and an approved record reference, so the reviewer can trace a claim without rebuilding the packet from memory.

Letters, consent and availability requirements vary by solicitation and amendment. The staffing/contracts owner must confirm exactly what is required and what the proposed individual has authorized. An old resume does not establish current availability, and familiarity with someone does not authorize a promise on their behalf.

[G2X CRM accounts](https://g2x.com/docs/run-a-pipeline/track-an-account) support notes, an owner and a next action. Retain only neutral follow-up there, such as an owner and due date for resolving an open packet question. Keep raw resumes, commitment records and personnel-review evidence out of CRM.

At the final packet review, open the actual submission version rather than a working bio. The human owner should be able to trace each required qualification to its resume location and approved supporting record, then confirm the commitment evidence and authorization status. If a date range or commitment remains unresolved, record the exact question, responsible owner and next action instead of strengthening the claim beyond its support.

## For agents

Help proposal and staffing owners review a named key-personnel submission packet against public solicitation requirements while keeping personnel evidence under human review in approved storage.

- A public solicitation URL or solicitation number and agency; the relevant named roles; authorized access to any G2X account used; an identified human staffing/contracts approval owner; and an organization-approved system for personnel evidence. Lumen is optional, and the manual route uses free search, public-document reading and retained notes. Linked G2X docs require sign-in. Keep resumes, internal performance evidence, commitment records and nonpublic customer text out of the conversation.

1. **Confirm the review goal and existing authority** Confirm that the user wants a named-person submission-readiness review for the identified solicitation. Establish the relevant roles, human staffing/contracts approval owner and authority to use the G2X account. Reuse authority already established and ask only for missing authorization, including permission for any proposed record write or public-document upload. Do not request credentials or protected personnel material. Produce the public-source review aid in the current conversation by default. Do not initiate outreach or imply that the human personnel review has occurred.

2. **Establish the governing public source set** Open https://g2x.com/app/opportunities/sam and search using the supplied solicitation number or title, confirming the agency on any matching result. Consult https://g2x.com/docs/find-work/read-a-sam-opportunity if needed; sign-in is required. Follow the opportunity's official source links and inspect the solicitation, amendments, resume templates, evaluation instructions and public questions and answers. Record document titles, official URLs, dates, page or section references and amendment relationships. Check the official posting for later amendments. If a document is missing or versions conflict, record the specific gap and request the missing public source rather than treating the instructions as settled.

3. **Read the submission rules manually** From the public documents, record each named role, required resume form or version, page limit and counting rules, mandatory qualifications, relevant chronology distinctions, restrictions on information outside the template, and expressly required letters, consent, availability or commitment evidence. Paraphrase accurately, preserve numeric thresholds and attach document and page or section citations. Mark requirements not located in the supplied sources and identify conflicting instructions. Draft questions for the human contracts owner without sending them. Keep the review focused on the key-personnel packet rather than expanding it into a full compliance matrix. Do not infer commitment requirements that the solicitation does not state.

4. **Optionally extract public requirements with Lumen** Skip this step if the user prefers manual review. Use https://g2x.com/docs/lumen/ask-a-good-question for guidance. If authorized public files need to be added, ask only for missing upload permission, then use Add \> Add documents \> Company Library. Do not upload resumes, personnel records, internal performance evidence or nonpublic customer text. Illustrative prompt, not an executed demonstration: "Using only the supplied PUBLIC solicitation \[ID\], amendments \[list\], resume template \[version\] and public Q&A \[list\], extract the requirements governing named key-personnel submissions. For each role, summarize the required form, page limit and counting rules, mandatory qualifications, required dates or distinctions between hands-on and supervisory experience, limits on evaluating material outside the form, and expressly required letter, consent, availability or commitment evidence. Cite document title, date and page or section for every entry, using the supplied official source URLs. Paraphrase rather than quote. Mark missing information as 'not located in supplied sources' and conflicting instructions as 'unresolved conflict'; propose questions for the human contracts owner. Extract public requirements only. Do not evaluate any person or judge or score customer text, personnel material or internal performance evidence. Return public requirements and questions only." Expected result: a source-cited requirements extraction and unresolved-question list. Check every entry against the governing public document before using it.

5. **Have the human owner complete the protected review** The authorized staffing/contracts owner completes all person-specific review inside the organization's approved system. The human reviewer checks dated support for each qualification, its location inside the permitted resume, and unresolved hands-on versus supervisory chronology. The owner also confirms the solicitation's exact commitment requirement and the individual's actual authorization and status through approved staffing records and processes. An old resume does not establish current availability. Record the approval owner and open items without treating missing information as either satisfaction or failure. Keep personnel evidence and commitment artifacts out of Lumen, chat and CRM; do not ask AI to assess them.

6. **Return the review aid and retain only authorized follow-up** Return a source-cited readiness-note shell in the current conversation. Include the public documents used and unresolved source gaps; required form and page limit; qualification-to-resume and supporting-evidence location fields for human completion; unresolved chronology; required commitment evidence and owner-confirmed status fields; approval owner; and open questions. Use placeholders for protected personnel content and do not imply the human review occurred. If a CRM update is authorized, use https://g2x.com/docs/run-a-pipeline/track-an-account to work with the user-specified account and retain only a neutral note, owner and next action. Ask only for missing write permission. Do not store raw resumes, create unrequested records or contact anyone.

Expected result: A source-cited readiness-note shell in the current conversation covering form/page limit, evidence locations, chronology gaps, commitment requirements/status and approval owner; the human-completed named-person note remains in approved storage.
