# Research what a government customer must change to use your solution

Map the systems, customer tasks and unresolved dependencies involved in adoption before promising a government buyer an easy switch.

Original article: https://g2x.com/blog/government-customer-adoption-effort

Before telling a government customer that your solution will be easy to adopt, identify what the customer would have to change. That includes work outside your product: who supplies information, who approves the change and what must keep operating while the work happens. A useful research result makes those dependencies visible before they become promises in a sales conversation.

The Census Bureau's [October 14, 2026 RFID RFI, CENS-REQ-27-WIMS](https://sam.gov/opp/fbec2a813c1d4358a6c78a9559749e13/view), provides a concrete example. The existing Azure warehouse inventory system stays; the agency seeks RFID integration. Its questions cover government resources, phased rollout and knowledge transfer. This is market research, not an RFP or award. A replacement-platform pitch would miss the stated scope.

## Record what stays before proposing what changes

Start federal research in [G2X Federal opportunities](https://g2x.com/app/opportunities/sam), then open the original notice and amendments. The [opportunity reading guide](https://g2x.com/docs/find-work/read-a-sam-opportunity) can help you reach the relevant documents. For local work, use [G2X SLED](https://g2x.com/app/opportunities/sled) and the issuing procurement portal. You can also follow the original sources directly and keep manual notes.

Read for explicit statements about the current environment. Record the system or process the buyer intends to retain and the part the proposed work would change. Separate a confirmed requirement from something your team would like to offer. If the public documents do not identify the existing process, leave that field open.

Replacement can carry a different scope. Montgomery County's historical [LE-RMS RFP 1193673 summary](https://apps.montgomerycountymd.gov/prosolicitation/SolicitationsAndBidsDetails.aspx?id=16491&type=Formal) sought a replacement and planned 18–24 months after signature for implementation, including interface acceptance and staff training. Its listed closing date was July 27, 2026. Those are published intentions, not evidence of how implementation went.

## Separate the customer's work from your own

For each documented change, write down the activity and any named owner. Avoid assigning work to the buyer simply because your delivery estimate leaves it out. Equally, do not assume your team controls a customer decision or approval.

Consider a hypothetical interface project. Your team might propose the connection, but someone still needs to confirm which records it should exchange and what a correct result looks like. Until the documents or an authorized conversation establish those responsibilities, mark them as unresolved. The purpose of the map is to expose that question while there is time to answer it.

Look for handoffs that could affect the sequence. A demonstration, acceptance check or training session may require participation from people who also run the existing service. Note the dependency without inventing their availability. If a source states an interval, retain its starting condition; if it gives no duration, do not convert the task into a confident schedule estimate.

## Use uncertainty to improve the next conversation

Turn the most consequential unknown into a specific question. Rather than asking whether the agency is ready for change, ask which role can confirm a missing input or how a stated requirement will be evaluated. Keep the question connected to a passage the buyer can recognize.

A public document may describe a required result without explaining the internal work needed to achieve it. That is a limit on your research, not evidence of resistance or an uncooperative incumbent. Record the missing detail and decide whether it affects the proposed approach enough to require clarification before proceeding.

A simple document is sufficient for this work. If authorized, [Lumen](https://g2x.com/docs/lumen/ask-a-good-question) can help compare public files through Add \> Add documents, which uploads selected documents to Company Library. Ask it to distinguish explicit assignments from unresolved ownership and check its citations against the originals. Keep private customer material out of this public-source exercise. Preview use is subject to fair use.

Bring the resulting map to your technical and sales review. Use it to identify what your offer covers, what the source assigns to the customer and which answer could change your approach. Send discovery questions only through the authorized channel. A credible next step may be a narrower proposal or a clarification request, depending on what the evidence leaves unresolved.

## For agents

Help a government contractor research customer adoption effort before proposing a solution.

- An identified government customer or public opportunity, the original requirement documents and a defined solution to compare with them. Use public sources for this exercise. Reuse existing authorization for account actions; ask only when necessary information or authority is missing. Return research and proposed questions without contacting the buyer, uploading private customer material or promising a schedule.

1. **Collect the current source package** Begin with G2X Federal opportunities or G2X SLED, as appropriate. Follow the original issuer link and check notice type, dates and amendments. Use the SAM guide or SLED guide. A manual path through the issuing portal is sufficient. Record each source URL and retrieval date.

2. **Identify retained and changed work** Extract explicit statements about the current environment, proposed change and required outcome. Cite the passage for each finding. Keep the Census RFI as an attributed example of preserving an existing system, not a specification for another buyer. Separate historical examples from the user's current opportunity. Do not infer an incumbent vendor or undocumented technical dependency.

3. **Map responsibilities and unknowns** For each activity, record the source-stated owner, required input and any preceding decision or approval. Where ownership is unspecified, mark it unresolved. Keep your proposed division of work separate from the buyer's requirements. Do not estimate customer labor, costs or durations without supplied evidence. Note which unknown could materially change the proposed approach and why.

4. **Compare public passages with Lumen if requested** With authorization for the named public files, use Lumen Add \> Add documents to upload them to Company Library. Proposed prompt: Identify what stays, what changes and who is explicitly responsible; cite file and page, and list missing assignments without inferring them. Check cited text and any omitted files manually. Follow Lumen guidance and current usage limits. Manual notes remain an alternative.

5. **Prepare the next discovery questions** Draft precise questions tied to unresolved ownership or prerequisites. Return them for the user's technical and sales review without sending them. Explain which answer could change the scope. If separately authorized to save public context in an existing account, reconcile the account first and verify the saved note; otherwise return the findings in conversation.

Expected result: A sourced adoption map covering retained processes, proposed changes, documented customer and supplier tasks, and unresolved dependencies. Include a prioritized clarification question and suggested internal owner. Distinguish requirements, proposed assumptions and unknowns; no completed implementation or customer acceptance is claimed.
