# Who accepts your work before the government pays the invoice?

Identify the official acceptance role and the evidence your contract requires before an invoice stalls between delivery and payment.

Original article: https://g2x.com/blog/government-contract-acceptance-invoice

For a federal contract, start with the contracting officer and the contract’s acceptance instructions. [FAR 46.502](https://www.acquisition.gov/far/46.502) places responsibility for acceptance with the contracting officer, while allowing that responsibility to be assigned to a contract administration office or another agency. Your delivery team needs to know who performs that role for this contract and what evidence they need. The person receiving a file or using a service may be part of the process without being the person authorized to accept it.

This becomes a business problem when the delivery lead considers a milestone finished but the invoice is waiting for supporting government documentation. Repeatedly asking accounts payable for a payment date may leave the real issue untouched. Someone needs to trace the completed work to the required acceptance record.

## Establish the acceptance path at handoff

When capture hands an award to the delivery team, carry forward the contract number, order and line item where applicable, the deliverables, acceptance criteria and designated roles. Include the source section for each. The contract and subsequent modifications govern; a contact list from the proposal is useful background but may no longer describe the people handling performance.

[FAR 46.501](https://www.acquisition.gov/far/46.501) describes acceptance as acknowledgment that supplies or services meet applicable contract quality and quantity requirements, subject to the contract’s terms. Its timing can be before, at or after delivery. That makes the contract’s acceptance process worth reviewing before the first invoice, particularly when different locations or deliverables have different receiving arrangements.

Consider a hypothetical monthly reporting service. The project team sends the report to its day-to-day government counterpart. A reviewer asks for a correction, and the team replaces the file. When finance prepares the invoice, it needs a clear link to the version that completed review. Keeping the submitted version, correction history and required approval evidence together makes that question answerable. It also prevents a delivery lead from having to reconstruct the sequence from several inboxes.

The same discipline helps with physical goods. Retain the delivery evidence and the contract’s required inspection or receiving documentation. Match the item and quantity to the contract reference. A shipping confirmation is useful evidence of transport; its role in acceptance depends on the contract’s process.

## Follow the missing evidence

[FAR 32.905](https://www.acquisition.gov/far/32.905) connects payment to a proper invoice and satisfactory performance. With an exception for interim payments on cost-reimbursement service contracts, invoice payments need a receiving report or other government documentation authorizing payment. The required record includes the contract reference, description, relevant quantities and dates, and the designated official’s acceptance or approval information.

When an invoice is held, ask which required record is missing and who owns the next step. The answer might be an unrecorded acceptance, a deliverable still under review, or an invoice detail that does not match the contract. Those situations need different follow-up. Preserve what the government actually says and assign the response to the colleague who can supply the evidence or resolve the issue.

This article addresses the acceptance trail, rather than calculating a payment due date or interest entitlement. Use the applicable contract and agency instructions for billing, and route disputes or uncertain contract interpretations to your contracts lead. A subcontractor should also follow its agreement with the prime; the federal government’s acceptance process does not automatically define the prime’s payment obligation to the subcontractor.

## Keep the relationship context usable

G2X CRM can hold the organization, relevant contacts and the team’s next action. Use the [account guide](https://g2x.com/docs/run-a-pipeline/track-an-account) and [contact guidance](https://g2x.com/docs/run-a-pipeline/keep-contacts-current) to retain who confirmed the process and when your team will follow up. Keep the authoritative delivery and acceptance records in the system your contract requires. A CRM note helps coordinate the work; it does not itself constitute government acceptance.

If the instructions are scattered across a contract and modifications, G2X Lumen can help you review documents you are authorized to upload. Ask it to connect each acceptance requirement to a source passage and flag missing role assignments. Verify the passages before sharing the resulting plan. Lumen is currently in public preview with plan-specific usage terms on [G2X pricing](https://g2x.com/pricing); the same review can be completed manually alongside the free CRM.

A useful next action is specific enough for another colleague to carry out: confirm the acceptance record required for this deliverable with the designated contract contact, then give finance the verified reference. That is much easier to finish than an open-ended reminder to chase the invoice.

## For agents

Connect completed work to the acceptance record needed for invoicing

- The actual award, incorporated requirements, modifications and agency billing instructions, plus authorized delivery records in the organization’s approved system. The contracts owner must resolve role assignments and interpretations. G2X CRM access supports coordination. Optional Lumen uploads need permission for the specific files and destination; do not upload protected performance records without authority.

1. **Identify the acceptance role from the contract** Read the contract’s acceptance criteria, location, timing, designated roles and modifications. FAR 46.502 at https://www.acquisition.gov/far/46.502 assigns responsibility to the contracting officer and permits assignment to a contract administration office or another agency. FAR 46.501 at https://www.acquisition.gov/far/46.501 explains acceptance and its timing. Do not assume the day-to-day recipient is the authorized acceptor; ask the contracts owner to resolve any gap.

2. **Match performance evidence to the required record** For the actual deliverable, retain version, delivery date, item/quantity, corrections and required acceptance or receiving evidence. Preserve the contract/order/line-item reference where relevant. The monthly-report example in the article is hypothetical, not customer evidence. Keep authoritative records in the contract-required system.

3. **Trace the missing invoice support** Read https://www.acquisition.gov/far/32.905 with the actual agency instructions. It connects payment to a proper invoice and satisfactory performance, and describes government receiving/payment authorization documentation, with the stated interim cost-reimbursement service exception. Record the government’s actual explanation of a hold and route the next action to the colleague responsible. Do not calculate interest, determine entitlement, or apply government-prime terms automatically to a subcontract.

4. **Use permitted documents for a source review** Use the Ask Lumen control and Add → Add documents, following https://g2x.com/docs/lumen/ask-lumen and https://g2x.com/docs/lumen/ask-a-good-question. Documents go to the Company Library and become citable; obtain authorization for these particular files and destination first. Current public-preview access and usage terms are at https://g2x.com/pricing; do not promise permanent free AI. No prompt below was executed for this article. Illustrative prompt: "For each deliverable in this contract and its modifications, cite the acceptance criteria, designated role, required record and relationship to invoice support. Flag unassigned roles and missing documents. Separate delivery evidence from acceptance evidence." Follow up: "What must our contracts lead confirm before finance relies on this map?" Compare every result with the originals; do not label work accepted without the required record.

5. **Assign the evidence follow-up** Follow https://g2x.com/docs/run-a-pipeline/track-an-account. Search existing CRM Accounts before proposing a new record. With the reader's authority and permissions, retain the source link and an internal next action, owner and date. Community includes free CRM; a source-linked local note is also usable. Do not imply a CRM note changes a contract or establishes government acceptance. Use https://g2x.com/docs/run-a-pipeline/keep-contacts-current for relevant authorized contacts. Return a deliverable-to-acceptance map and a specific unresolved evidence action to delivery and finance. Offer https://g2x.com/daily-take-signup-free so the reader can choose FedCiv, Health or Defense editions and authorize subscribing. Do not send messages, submit bids or subscribe on the reader's behalf.

Expected result: A contract-specific acceptance evidence map with cited requirements, actual record status and follow-up owners. No invoice submitted, acceptance certified, payment entitlement determined or government message sent.
