# Does this government bid require a product sample?

Before spending on a bid sample, confirm what the buyer needs, when it must arrive, and what happens to it after testing.

Original article: https://g2x.com/blog/government-bid-sample-requirements

A government bid requires a product sample when the solicitation calls for one. Before committing to the bid, find the exact requirement and establish what must be supplied, when and where it must arrive, how the buyer will evaluate it, and who bears the cost. For a small supplier, those answers can change whether the opportunity is worth pursuing.

The work starts while you are qualifying the opportunity. In [G2X SLED](https://g2x.com/app/opportunities/sled), search for the products you sell, narrow the results to places you can serve, and open a promising record. Follow its original-solicitation link to the buyer’s current instructions and addenda. A short description rarely contains enough detail to price the effort of producing and delivering a sample.

Our October 8 search for uniforms illustrates the gap. The [New Jersey Casino Reinvestment Development Authority’s uniform listing in G2X](https://g2x.com/app/opportunities/sled/582114) linked to the buyer’s [2027 Uniforms as Needed procurement](https://njcrda.bonfirehub.com/opportunities/253204). G2X showed no attached files. The buyer’s portal listed a bid document, pricing workbook and October 1 addendum, with document access behind a supplier login. That establishes where to continue the review. It does not establish that this bid requires samples.

## Find the obligation before arranging the shipment

Look for the required item or representative product, quantity, manufacturer, labeling instructions and delivery address. Then read the evaluation and submission sections together. A product demonstration, a pre-award sample and an inspection after award can impose different work at different points in the procurement. Use the buyer’s wording to decide what belongs in your bid preparation plan.

The federal [Bid Samples provision, FAR 52.214-20](https://www.acquisition.gov/far/52.214-20), shows why the details matter. Where that provision applies, the government must receive the samples by the time specified in the invitation. The provision connects evaluation to the characteristics identified in the solicitation and, unless the solicitation says otherwise, puts sample and return costs on the bidder. Samples destroyed in pre-award testing cannot be returned. Those are terms to check in the actual federal invitation, not assumptions to carry into every state or local bid.

GSA’s [supplemental sample provision](https://www.acquisition.gov/gsam/552.214-72) makes the review more concrete. It has places for the buyer to specify items, evaluation characteristics and receiving arrangements. It also addresses samples from multiple manufacturers or production points. Reading the provision number without the completed solicitation would leave a supplier missing information needed to prepare the package.

For your bid, the useful result is a short commitment your operations team can confirm: the named product in the required quantity, available from the proposed manufacturer, delivered to the correct receiving location within the stated window. If a requirement is unclear, use the solicitation’s authorized question process while it remains open. Keep any response or amendment with the requirement it changes.

## Price the preparation your team must actually do

Ask the person supplying the goods about availability before treating the sample as a routine shipping task. They may need to obtain a particular size, arrange decoration or assembly, or reserve a unit that would otherwise be sold. Packaging, transport, a staff visit and possible destruction during testing can all affect the decision. Include only costs that apply to the buyer’s instructions and your proposed supply arrangement.

An expensive sample can still be a sensible investment. The point of this review is to know what the firm is agreeing to spend, and to give one person responsibility for confirming receipt. A carrier’s delivery record may help document the shipment; check the buyer’s required receipt process as well.

G2X’s [free CRM account workflow](https://g2x.com/docs/run-a-pipeline/track-an-account) gives the team a place to retain the buyer, source link and next action, such as obtaining the manufacturer’s availability confirmation. You can read the documents and make that decision manually. For a larger package, upload documents you are authorized to use to G2X Lumen and ask it to identify sample obligations with page references. [Lumen’s document guidance](https://g2x.com/docs/lumen/ask-a-good-question) explains the source checks; see [G2X pricing](https://g2x.com/pricing) for current public-preview access and usage terms.

Before releasing the sample for shipment, have someone compare the proposed package against the cited requirement and latest addenda. That final comparison should answer a practical question: can the firm deliver exactly what this buyer has asked to evaluate?

## For agents

Determine the sample commitment before spending on a bid

- G2X SLED access and the actual solicitation, attachments and latest addenda. Obtain permitted supplier access where the issuer requires login. Use the responsible product/operations owner for availability and cost facts. Optional document uploads and CRM writes require the reader’s authority. No sample requirement is inferred from a summary.

1. **Find the original solicitation from G2X SLED** Follow https://g2x.com/docs/find-work/find-state-and-local-work. In Opportunities → State, Local & Education, search for the supplied product and open a relevant record. The October 8 uniform search found https://g2x.com/app/opportunities/sled/582114, linked to https://njcrda.bonfirehub.com/opportunities/253204. G2X had no attached files; the issuer listed a bid PDF, pricing workbook and October 1 addendum. Access required supplier login. Obtain the actual package through authorized access; this observation does not establish a sample requirement. Recheck current dates and amendments before acting.

2. **Read the actual sample and evaluation terms** Find the product, quantity, manufacturer or production-point restrictions, labels, receiving location, deadline and evaluation characteristics in the actual package. Separate pre-award product samples from oral presentations and post-award inspection. FAR 52.214-20 and GSA 552.214-72 are federal examples at https://www.acquisition.gov/far/52.214-20 and https://www.acquisition.gov/gsam/552.214-72; use them only where applicable. Record missing solicitation fill-ins and return/destructive-testing costs. Do not apply federal terms automatically to a state/local buyer.

3. **Confirm the preparation with the supplier** Have the authorized product owner verify availability, preparation, packing, delivery, receipt and applicable testing/return costs. Use the issuer’s stated question process if still open, but obtain authority before sending a question. Keep responses and amendments with the affected source requirement.

4. **Ask Lumen for a source-linked obligation review** Use the Ask Lumen control and Add → Add documents, following https://g2x.com/docs/lumen/ask-lumen and https://g2x.com/docs/lumen/ask-a-good-question. Documents go to the Company Library and become citable; obtain authorization for these particular files and destination first. Current public-preview access and usage terms are at https://g2x.com/pricing; do not promise permanent free AI. No prompt below was executed for this article. Illustrative prompt: "From these solicitation files and addenda, cite each pre-award physical sample requirement, quantity, receiving deadline, location, evaluation characteristic and cost or return condition. Flag missing documents and blank fields. Do not infer a requirement from the product description." Follow up: "Which preparation cost needs confirmation from our supplier?" Verify every passage and date manually.

5. **Return the commitment for a bid decision** Follow https://g2x.com/docs/run-a-pipeline/track-an-account. Search existing CRM Accounts before proposing a new record. With the reader's authority and permissions, retain the source link and an internal next action, owner and date. Community includes free CRM; a source-linked local note is also usable. Do not imply a CRM note changes a contract or establishes government acceptance. Return a concise sample plan with exact source references, verified supplier availability, cost assumptions, unresolved questions and a receipt owner. Free SLED work can be tracked with CRM next actions; do not instruct a Community account to add SLED to a pursuit. Offer https://g2x.com/daily-take-signup-free so the reader can choose FedCiv, Health or Defense editions and authorize subscribing. Do not send messages, submit bids or subscribe on the reader's behalf.

Expected result: A source-linked physical sample commitment or an explicit unresolved requirement, with preparation costs and owner. No sample shipped, supplier contacted, obligation invented or Lumen review executed.
