Check insurance before you price the bid
A state or local opportunity can fit your services and still need an insurance review. Bring the full bid package to your broker before settling the price.
Check a government bid’s insurance requirements while deciding whether and how to price the work. Read the solicitation, insurance exhibit, sample contract and applicable addenda together, then have your broker compare them with the coverage you actually carry. Establish what proof is due with the response, what is due after award and whether any change affects cost or the start date.
For a small business pursuing state and local work, this is an ordinary qualification step. The services may be familiar, the location convenient and the staffing manageable. The question is whether the proposed price and delivery plan account for the buyer’s contract conditions.

Save the original link with the files you send for review. Your estimator and broker need to be discussing the same requirement, including any addenda. If the insurance wording is unclear, identify the question early enough to use the buyer’s stated clarification process.
Read beyond the headline limit
Bay County, Florida’s Deerpoint Potable Line Reconnect bid is a recent, closed example. Its September 15, 2026 deadline has passed. The posting separates the sample contract, insurance requirements and construction bond into different documents, which makes it a useful illustration of why the complete package matters.
Its insurance exhibit addresses more than policy limits. Among other provisions, it discusses additional-insured endorsements, disclosed deductibles and coverage continuing beyond acceptance of construction work. Those terms belong to this procurement; they are not a standard checklist of obligations for every government contractor.
For your own bid, give the broker the actual language and ask which requirements your policies satisfy, which need a change and which need clarification. Have the person reviewing the contract examine the related obligations. A coverage question that changes the cost or leaves a condition unresolved belongs in the bid decision, not just the award paperwork.
Separate the paperwork deadline from the pricing decision
Some buyers ask for proof after selecting a vendor. Milwaukee’s Police Patrol Vessel RFP 21485, checked September 26, 2026, says the awarded contractor must provide proof of insurance and directs readers to the bid’s insurance requirements. Its posted closing date is October 20, 2026; check the original page for changes before acting.
That wording does not mean a bidder should leave the commercial question until award. If meeting a condition requires a policy change, the team needs to understand its availability, timing and cost before committing to a price. The precise proof deadline comes from the current bid package. The sensible time to investigate a material cost is earlier.
Bring the conclusion back to the person pricing the work. They need a clear answer about the proposal’s assumptions, including any unresolved condition and who is handling it. A broker conversation that never reaches the estimator will not improve the bid.

Do not decide legal adequacy, assume coverage from a certificate or invent premium amounts. Route related contract questions to the responsible reviewer.
