Turn a promising teaming conversation into a credible division of work, with delivery responsibilities, supporting evidence and proposal commitments that agree.
Decide a GovCon teaming partner's role by connecting the buyer's requirements to the work each company can perform and is willing to commit to. Agree on the delivery responsibilities before relying on a workshare percentage. A percentage becomes useful when both firms understand the effort, assumptions and responsibilities behind it.
A common capture problem is a promising first conversation followed by several weeks of vague agreement. The potential partner has relevant experience. Both business development leads want to pursue the opportunity. The proposal team starts writing while delivery managers still have different ideas about who will provide staff, own the transition or manage the customer relationship.

Start with the part of the requirement that needs a partner
Suppose your team can provide application support but needs a partner for a specialized migration. The useful discussion concerns the migration's inputs, acceptance conditions, staffing and handoff into ongoing support. “You handle the technical work” leaves too much unresolved for either company to estimate or explain its approach.
Ask the proposed delivery lead to describe the work in ordinary project terms. Who provides the migration plan? Who supplies access to the existing environment? Who resolves a failed acceptance test? Which staff must remain available after cutover? This is an illustrative situation, but the questions should come from the actual requirement and the team's proposed solution.
Company research helps decide what evidence to ask for. A public award or a vendor's capability claim can justify a conversation. It does not establish who performed a particular task, whether the relevant people are available or whether the firm has agreed to support this bid. Confirm those points with the company and the underlying project evidence.
Bring delivery and pricing into the same conversation
Workshare can mean different things in different discussions: a share of labor hours, a share of revenue or responsibility for a defined deliverable. Agree on the basis before comparing percentages. A partner responsible for a short, difficult migration may have a very different staffing profile from the company providing years of support.
The delivery managers should be able to explain the handoffs. Pricing staff should be able to connect that plan to the estimate. The proposal lead should know which company supplies each required piece of evidence and when it will arrive. If those accounts disagree, resolve the difference before building the proposal around it.
Keep assumptions visible while they are still being negotiated. A proposed role depends on available staff, a realistic schedule and terms both companies can accept. An unresolved item belongs with a named owner and a follow-up date. It should not quietly become a commitment in the technical volume.
Check how this procurement treats the team
FAR Subpart 9.6 describes contractor team arrangements and recognizes their potential to combine complementary capabilities. It also preserves the government's right to hold the prime contractor responsible for performance. For a prime/subcontractor team, assigning work therefore leaves the prime with a delivery risk it must understand.
The way the solicitation treats your proposed team deserves its own review. In an August 11, 2026 decision concerning the Army's MAPS procurement, GAO sustained a challenge to a prohibition on small-business teaming arrangements under the applicable Small Business Act provisions. The decision turns on that procurement and statutory context. It is a reason to examine the actual teaming rules and obtain advice about a material restriction.
Have the person responsible for contracts review the proposed arrangement against the current solicitation and applicable requirements, including any relevant subcontracting limitations. Counsel should review the agreement's commitments and enforceability. A delivery plan makes that discussion more concrete; it does not replace it.
Keep the proposal consistent with the agreement
After the companies agree on the intended work, compare the technical approach, staffing, price assumptions and partner evidence. The same company should not appear responsible for a task in one section and absent from it in another. If the plan changes, identify every affected section before the team submits.

Follow source documents and distinguish public records, vendor claims and confirmed commitments. Do not fabricate entity URLs or partner acceptance.

From the current statement of work and proposed approach, identify candidate task owners, inputs, deliverables, acceptance conditions and handoffs. Ask the delivery owner about staffing and unresolved dependencies. Label this a proposed allocation until both firms have agreed.
Define and reconcile the workshare basis
Record whether a proposed percentage concerns labor hours, revenue or another expressly defined basis. Connect the responsibilities to pricing assumptions and proposal evidence. Do not invent percentages, guarantees or staff availability. Ask the contracts owner to review the solicitation’s team-evaluation rules and applicable subcontracting requirements; do not give a legal conclusion.
