A planning document can change what you search for
New York City's FY2027 standard and professional services procurement plans illustrate the difference. As of September 14, 2026, the page includes agency updates from September, including September 10 entries for Design and Construction and Correction. It separates new procurements from renewals and amendments.
That distinction matters to a vendor. A renewal entry may help explain an existing relationship or a future research question; it is not automatically a new competitive opening. An anticipated procurement can justify learning about the buyer before a solicitation appears. Neither should be described as an open bid without finding the relevant notice.
A citywide search for your favorite keyword will not always reveal that difference. The plan helps you understand the buying context; the notice tells you what action is currently available.
Let geography and delivery requirements define the market
A small services company may be able to work nationally in theory and serve only a limited territory well. On-site requirements, travel, local subcontractors and response times can change whether an opportunity is commercially sensible.

Does a procurement plan, budget document or public meeting record explain the context? Keep the original link so your team can check whether its interpretation still holds.
Do not import the federal calendar into every local market
Federal FY2027 begins October 1, 2026. States, cities, school systems and other public bodies use different fiscal calendars, and individual procurement plans may describe their own periods. "FY2027" is not enough to establish when a particular local buyer's funding year begins or when a solicitation will appear.
Keep the buyer's stated dates with the research. A budget adoption, planned procurement, published solicitation and contract start are different events. The gap between them can be precisely where useful relationship and partner research belongs.
This is also why a dated source matters more than a date in a search phrase. A page titled "2027 opportunities" may contain a planning list that has since changed. Read the current document and any amendments before spending time on a response.
Research the delivery team as well as the buyer

Federal past performance can provide context, but it does not by itself prove local experience, local eligibility or capacity for the SLED requirement in front of you.
Keep worthwhile relationships in CRM with a reason to revisit them. A next action might be to check a planned procurement's release, confirm a required registration or discuss a local delivery need. That is more useful than treating every saved search result as a qualified pursuit.
