G2X: Can you cover every location?. Check the service plan before pricing.

Can your team cover every location in a government service contract?

Market Intelligence

Turn site lists, local service hours and staffing requirements into a delivery plan before pricing a contract that serves several locations.

A service requirement can fit your company's experience and still need a staffing plan your current team cannot cover. The deciding detail may be the overlap between local service hours, the people qualified to work each function or the coverage required when someone is absent.

Before pricing a government service contract that serves several locations, connect the list of places to the actual work. A location name alone does not say whether your staff must be there, support it from another facility or handle a separate service window.

Start with the opportunity record in G2X, then use the SAM.gov opportunity review workflow to find the original notice, attachments and version history. The delivery brief needs the applicable site list, work statement, workload evidence and pricing instructions from the same solicitation version. A summary of the opportunity is useful for finding the work; the source documents define what you would be committing to deliver.

A regional label can contain different working days

The Defense Health Agency's Integrated Referral Management and Appointing Center solicitation, HT941026R2001, provides a concrete example. Its public Performance Work Statement describes support for Hawaii and Pacific military treatment facilities, including facilities in the Puget Sound area and Monterey. This is an example for reviewing delivery assumptions: the posted September 30, 2026 offer deadline had passed as of October 6, 2026.

Section 1.11 specifies weekday services excluding federal holidays. The Hawaii patient appointing service runs 6:00 a.m. to 6:00 p.m. Hawaii Aleutian Standard Time; the Pacific patient appointing service runs 6:00 a.m. to 6:00 p.m. Pacific Standard or Pacific Daylight Time, as applicable. Section 5.1.1 calls for continuous phone staffing with trained personnel sufficient for projected calls and performance standards.

Those local windows are not one interchangeable shift. A delivery lead needs to account for their overlap and the different time-zone rules over the performance period. The question is whether the proposed people can cover the required work at the same time, including breaks, absences and the functions for which they are trained. The documents establish the requirement; they do not establish how many people your company already has available.

Test the shared-staff assumption before costing it

Read each function and service window together. Identify what could be handled by the same qualified team and what requires separate capacity. If you plan to share a supervisor or specialist across locations, state when that person is available and which responsibility takes priority when demands coincide.

Use the solicitation's workload information carefully. A call count, an estimated labor hour and a required service window describe different things. Where the demand profile is missing or uncertain, record the gap and its effect on the staffing estimate. Do not manufacture an hourly distribution from a total simply to make the plan look complete.

In this DHA example, the posted solicitation asks for staffing by labor category and full-time equivalent, a basis for estimating productive hours, and a price narrative explaining the personnel methodology. That connects the service commitment to the estimate. A promise to cover every location needs a staffing explanation finance can actually cost.

Carry the unresolved condition into the decision

The useful result is a short delivery brief: what each location or service group needs, when it needs it, who can provide it, and what remains unresolved. Give the missing workload, staffing or local operating assumption to a named reviewer before committing proposal effort or finalizing price.

G2X CRM Accounts gives the team a place to keep the buyer relationship, owner and next action together. For example, the operations lead could own “confirm concurrent service coverage before pricing.” Free Community accounts include CRM accounts; check your access and current pricing. The public documents and a local worksheet provide a free manual path for the delivery analysis itself.

If your account has Lumen access, you can upload authorized public solicitation documents to G2X Lumen to assess fit, identify coverage gaps and prepare response questions. Check the cited pages yourself, particularly where an answer assumes staff can be shared. Lumen availability and usage depend on your account; the example prompt in For agents has not been executed here.

The decision is ready when operations and finance agree on the service commitment and the assumptions behind it. A long list of supported places is then something your team can explain and price, rather than an untested claim of coverage.

Assess whether staffing can cover every required location and service window

  • Sign in to G2X with opportunity access; CRM maintenance requires permission. Obtain the original public notice, latest applicable work statement, site/service list, workload and pricing instructions. Verify the deadline independently. Optional Lumen use requires current access and authorization to upload the public files; usage is account-dependent. This tutorial makes no staffing, pricing or open-opportunity certification.
  1. Locate and verify the requirement

Use https://g2x.com/docs/find-work/read-a-sam-opportunity to read the record and original SAM notice with its attachments and version history. Check issuer, solicitation identity, amendments, status and deadline. The article example is DHA HT941026R2001 at https://sam.gov/opp/ab6dec24f9644f1fb765c6261c3a0ebd/view, with a posted September 30, 2026 noon Pacific Daylight Time deadline already passed as of October 6; it is not a new invitation to submit.

  2. Read each location with its service window

In the original PWS, identify the actual places served, where staff must work, service functions, local hours, holidays and applicable time-zone rules. In the DHA public PWS attachment f9ed312b215949e58dbce0cd7617fc7c, read 1.1.1, 1.11.1–1.11.2 and 5.1.1. Preserve the two 6 a.m.–6 p.m. local windows and the HST versus PST/PDT distinction. Do not invent a staffing count or assume identical local hours are one shift.

  3. Test staffing and workload assumptions

Ask the delivery lead which qualified people cover overlapping work, breaks and absences, and identify missing workload evidence. Read the applicable pricing instructions; DHA posted solicitation attachment 4858cfea0b3041ec8beab9db6cb0bd7b pages 8 and 10 requires labor-category/FTE staffing, productive-hours basis and the personnel methodology supporting CLIN prices. Do not turn an estimated workload, service hour or contract ceiling into actual spending.

  4. Use Lumen only with the permitted sources

If the reader has Lumen access, follow https://g2x.com/docs/lumen/ask-lumen and https://g2x.com/docs/lumen/ask-a-good-question. Upload only authorized public solicitation documents and confirm their versions. Illustrative prompt, not an executed demonstration: "From these public files, cite the locations, functions and local service windows. Identify assumptions we must validate before sharing staff across them. Separate documented facts from workload gaps and suggest questions for our operations lead." Follow up: "Which specific cited requirement would change the productive-hours estimate?" Check each page and disclose missing files. The free manual path is the same source review in a local worksheet.

  5. Assign the unresolved delivery condition

Return a location/service coverage brief with sources, qualified capacity assumptions and gaps for operations and finance. In CRM Accounts, search the buyer first and, with authority, set a named owner, next action and date using https://g2x.com/docs/run-a-pipeline/track-an-account. Record a pursuit decision only through authorized supported workflows. Offer https://g2x.com/daily-take-signup-free and let the reader choose FedCiv, Health or Defense editions and authorize subscribing. Do not subscribe, send messages or submit an offer on the reader's behalf.

Expected result: A sourced location/service coverage brief, a defensible productive-hours assumption for finance and a named action for unresolved capacity or workload. No invented staffing count, automated bid decision, submission or executed Lumen demonstration.
