How to estimate government training delivery work beyond instructor hours

Market Intelligence

Separate one-time setup, per-cohort logistics, and participant support costs before you price a government training solicitation.

Estimate a government training engagement by the work required to deliver its promised result, including preparation, session delivery and any support the solicitation assigns to the contractor. The number of classroom hours is one input. Cohort size, delivery format, materials, facilities and follow-up can change how much staff time and money the engagement needs. A useful estimate makes those drivers visible before the proposal budget is approved.

Start with the training requirement in G2X SLED, then read the complete solicitation and Q&A on the issuing agency's portal. The state and local search guide explains how to reach the opportunity documents. The work is to translate the actual scope into an estimate your delivery and finance colleagues can examine, with quantities and responsibilities they can confirm.

Look beyond the session description

Washington's Office of Superintendent of Public Instruction (OSPI) provides a useful historical example. Its RFP 2026-06, which closed November 6, 2025, covered professional development and support related to reducing restraint and eliminating isolation. Section A.4.ii on printed page 10 included scheduling, physical space, materials, participant support and other delivery responsibilities beyond instruction.

The agency's Addendum 02, Question 1, clarified that the contract total covered both training delivery and participant supports. That makes the estimating consequence concrete: money needed for participants must be accounted for within the same total. This closed procurement illustrates a scope question to check; its terms are not a benchmark for pricing another engagement.

Build the estimate around what repeats

Separate preparation from recurring delivery work, then test the distinction against the requirement. Materials developed for one audience may be reusable, while a new audience or format may require adaptation. Treating all preparation as a single startup task could understate the work; charging the same development effort to every session could overstate it. The estimate should explain what is reused and what changes.

Next, choose the quantities that drive the recurring work. Depending on the engagement, these may include cohorts, sessions, locations, participants or follow-up appointments. A larger class can affect materials and support without increasing the scheduled teaching hours. A second location can add travel or coordination even when the course itself stays the same. Identify the driver before assigning effort to it.

Have the people doing the work supply the estimates. A facilitator can assess preparation and delivery; a coordinator can estimate registration or venue work; finance can assess the handling of approved expenses. Use your team's relevant operating experience and documented supplier quotes. Where that evidence is missing, label the estimate as an assumption and identify what would validate it.

Responsibility matters as much as quantity. If the agency supplies the room, that removes a different obligation than merely suggesting a venue. If participants arrange their own travel, the contractor may still have an administrative role if the contract assigns one. Read the relevant provisions and Q&A together, and avoid treating silence as proof that someone else will handle the work.

Bring the unresolved assumptions to the budget review

Before pricing is settled, give delivery and finance the same workload breakdown. Each material item should show its source, quantity, responsible party and estimating basis. They should be able to see what happens to the proposed effort when a cohort is added, the delivery format changes or an unresolved duty falls to your team.

You can build this breakdown manually from the public documents using a local worksheet. For optional extraction help, G2X Lumen can identify duties and supporting passages in authorized public solicitation files. Check those citations before using the result. Lumen is included during preview subject to fair use, with Community usage resetting weekly; current plans explain access.

Keep the estimating worksheet with the proposal materials and use G2X CRM to retain the agency context and next action. Assign the unresolved scope questions to an owner before the procurement question deadline, so the budget review can distinguish a supported estimate from a commitment that still needs an answer.

For agents

Build a source-linked training delivery workload breakdown that separates one-time setup, per-cohort logistics, participant support costs, responsibility assumptions, and open bidding questions before pricing.

  • A user-defined requirement or target jurisdiction, the original public procurement documents, and access needed for any chosen G2X account actions. Reuse existing authorization; ask only if missing for uploads or record changes. Return findings in conversation by default. Do not contact anyone or subscribe the user.
  1. Collect the requirement

Find the relevant state/local/education opportunity at https://g2x.com/app/opportunities/sled and consult https://g2x.com/docs/find-work/find-state-and-local-work. Retrieve the current solicitation, attachments and Q&A from the issuing portal. Confirm status and deadlines; identify the buying organization and intended audience. Record file versions and source links.

  2. Translate the scope into workload

List the duties the actual package assigns to the contractor, with file and section citations. Distinguish preparation, recurring session or cohort work, and follow-up. Identify which quantities drive each duty and which party supplies the resources. Do not impose a historical solicitation’s requirements on this one. Keep unknown quantities and ambiguous responsibilities visible.

  3. Obtain an estimating basis

Have the user’s delivery and finance owners provide relevant effort and cost assumptions. Separate labor estimates, external purchases and any participant expenses assigned by the contract. Check whether the stated total includes those expenses. Do not invent rates, hours, cohort counts or reimbursement totals, or treat a historical ceiling as a market rate. Return missing inputs instead of a fabricated estimate.

  4. Use optional cited extraction

If the user wants Lumen extraction and has authorized the public files, select Add > Add documents to upload them to Company Library. See https://g2x.com/docs/lumen/ask-a-good-question and current access at https://g2x.com/pricing. Illustrative prompt, not executed for this article: "List the training delivery and support duties in these public solicitation files and Q&A. Cite the file and page or section. Identify responsible parties, quantities that drive the work, and unresolved scope questions. Do not estimate hours or prices." Manually check the citations. Do not upload private customer, company or personnel files.

  5. Prepare the review and next action

Return the workload breakdown, estimating basis, unanswered questions and responsibility assumptions in conversation. If already authorized, search for the existing agency account and update its notes and dated next action using https://g2x.com/docs/run-a-pipeline/track-an-account; read back the save and preserve unrelated content. Ask only for missing write authority. Draft questions for the designated procurement channel without sending them or submitting a proposal.

Expected result: A source-linked training workload breakdown delivered in conversation, separating one-time setup, per-cohort delivery and participant support tasks, responsibility assumptions, unknown quantities for delivery and finance owners, and draft buyer questions, plus an optional confirmed CRM account next action.
