# DHS before FY2027: the buying office matters more than the biggest total

Use DHS's FY2026 award patterns to narrow your FY2027 buyer research, then check which offices actually buy the work you sell.

DHS reported $63.91 billion in FY2026 net contract obligations through September 12, 2026. More than half was attributed to U.S. Customs and Border Protection. That is a striking spending picture, but it does not tell an IT services company where to concentrate its FY2027 account work.

Inside CBP, the Information Technology Contracting Division accounts for $1.38 billion, about 4.1% of the component's total. Another division accounts for $29.28 billion. An account plan built around the headline number would miss the difference between a large department and a buyer for the work your company actually delivers.

## CBP dominates the department's reported obligations

The [Coast Guard](https://g2x.com/app/agencies/7008) follows at $12.97 billion, then [ICE](https://g2x.com/app/agencies/7012) at $7.86 billion and the [Office of Procurement Operations](https://g2x.com/app/agencies/7001) at $4.28 billion.

The data comes directly from USAspending and covers obligation actions from October 1, 2025 through September 12, 2026, including reductions. It uses DHS as the awarding department and includes contracts, purchase orders, delivery orders and BPA calls. FY2026 ends September 30, so these are year-to-date figures. They describe recorded commitments, not remaining budget or FY2027 funding.

The component ranking is useful for deciding where to look more closely. Its limitation becomes obvious as soon as the question changes from which component is largest to which office buys network support, training services or the equipment your company supplies.

## Inside CBP, the office changes the account plan

CBP's Administration Facilities Training Contracting Division accounts for about 86% of its obligations. The seven reported office totals below reconcile to the same $34.08 billion component figure.

An IT company's first instinct might be to focus on the IT division. That is a sensible place to read award scopes, but office names are not a complete classification of the work. Technology can appear in a facilities portfolio, and an IT office can buy services outside a particular firm's capabilities.

The productive unit of research is a specific award or requirement: its scope, responsible office, recipient, performance period and contract access. A network-operations firm needs evidence of network-operations work. It cannot treat every dollar attributed to CBP as part of its own market.

This is also where account planning becomes more useful than a ranking. Two offices with very different totals may be equally relevant to a specialist. A smaller portfolio with a clear requirement and an accessible route can deserve more attention than a much larger one with no demonstrated fit.

## September's biometric procurement points to a different office

The [Biometric Capture Device solicitation, 70RDA126R00000001](https://sam.gov/workspace/contract/opp/3e8b1bd42ba449a187b9cbccb2ce8667/view), published September 10, provides a concrete reason to research OPO. Through its Departmental Operations Acquisitions Division I, the office sought a governmentwide vehicle covering fingerprint, facial, iris, palmprint and multimodal devices.

For a device supplier, the meaningful questions concern the relevant track, technical requirements and way onto the vehicle. Those are different questions from an IT services firm's interest in CBP's existing awards. A department-wide spending total cannot resolve either firm's route to the buyer.

The notice reviewed September 13 listed offers due September 18 at 10 a.m. Eastern. The original notice and subsequent amendments control the deadline and requirements. This prospective vehicle is separate from the obligations already recorded in the charts.

## The FY2027 decision is where to spend research time

FY2027 begins October 1, 2026. The useful September account review connects historical buying to a current reason for interest: an issued requirement, an agency forecast or a specific portfolio that uses the capability your company provides.

The account list should end with offices tied to work you can explain and a reason to investigate each one. The largest number is useful context. The evidence of fit determines where your team goes next.
