How to choose past-performance references for a government proposal
Choose project references that answer the buyer's actual concerns, with lessons from an August 2026 GAO decision and a practical G2X research workflow.
Choose government proposal references by how well they demonstrate the work the buyer needs, using the solicitation's own recency and relevance criteria. Your largest contract may be useful evidence, but a smaller project can offer a closer match on delivery conditions, technical demands or your company's actual role. The difficult part often starts after the first shortlist. The proposal lead has several approved project descriptions, each written for a different bid. A delivery manager remembers details that never made it into those descriptions. Meanwhile, the response has a page limit and the team needs a defensible reason to choose one reference over another.
That choice deserves a conversation with the people who did the work. A polished project summary can leave out exactly what the next buyer needs to know.
What an August 2026 decision shows about relevance
GAO's August 27, 2026 Hardwire decision offers a useful example. The Defense Logistics Agency was buying protective inserts. Both finalists received an overall substantial-confidence past-performance rating, yet the agency still distinguished the experience behind those ratings. Its reasoning considered the awardee's performance producing an identical item, testing at the same facility and delivering at a similar or greater production scale.
The lesson for a proposal team is practical: an overall rating leaves room for meaningful differences in the work performed. The evidence supporting your reference should make those differences easy to understand.
This particular solicitation allowed up to eight references and used a two-year recency window. Those terms belong to that procurement. For your next proposal, take the reference limits and evaluation criteria from the current solicitation rather than carrying rules forward from the last response.
Ask which delivery question each project answers
Imagine a services firm considering two references for a new support requirement. One is a large enterprise engagement where the firm supplied a specialist team. The other is smaller, but the firm managed the whole service, including transition and out-of-hours coverage. If the new buyer is concerned about taking over an operating service, the second project may provide more useful evidence. If the requirement emphasizes specialist depth, the first may deserve more space.
The choice depends on the evaluation criteria and what the company can substantiate. Ask the delivery lead what responsibility the firm held, what conditions made the work demanding and which records support the proposed claims. A reference gets stronger when it explains a relevant responsibility clearly. Adding broader adjectives will not fill a gap in the evidence.

For a teaming response, establish which entity performed the reference work and what role it would have on the proposed team. A partner conversation should resolve permission to use the reference, the facts each company can support and the solicitation's treatment of that experience. A contract title and a short marketing paragraph rarely settle questions about scale, transition demands or the work a subcontractor performed. Ask for the opportunity or solicitation identifier and the company's candidate project descriptions. Establish permission to use the documents and customer details. For each eligible candidate, identify the performing entity, actual role, scope, scale, delivery conditions and substantiated outcomes relevant to this buyer. Explain which requirement each reference supports and what the documents do not establish. Ask the delivery lead to confirm missing facts. Do not invent scores, customer endorsements, outcomes or access to private performance assessments.
