G2X: Can you deliver the work remotely?. Read the actual service requirements.

Can this federal services contract really be delivered remotely?

Market Intelligence

Start in G2X, then read the work statement and current Q&A to determine where staff, facilities and systems must be before pricing remote federal service delivery.

To decide whether a federal services contract can be delivered remotely, read the current performance work statement, amendments and official answers for the work your team would perform. Establish where the people, facilities and systems must be, and what travel or site access the requirement still demands. Start with the opportunity in G2X, then verify those conditions in the original requirement package.

This affects more than recruiting. A distributed delivery plan may depend on a local commercial facility, coverage in a customer's time zone or an approved system. Those commitments belong in the delivery and price discussion before the proposal describes a remote workforce.

Read the delivery model behind the location field

Use G2X federal opportunity research to examine the opportunity details, attachments and version history. The agency location and place-of-performance field can help focus a search. The work statement explains what must happen at that location and which parts of the service may happen elsewhere.

Read for the activities your team would deliver: customer meetings, service coverage, site inspections, information handling and transition. Check who supplies the workplace and equipment. Remote staff may still need approved access to government systems, and a virtual meeting provision can coexist with travel requirements.

The published FAR telecommuting provision generally directs agencies not to discourage contractor telecommuting, while recognizing agency and security requirements. For the pursuit in front of you, follow its actual applicable terms and written instructions. That general guidance does not establish that your proposed delivery model satisfies a particular solicitation.

A recent DHA example shows why the full package matters

DHA's IRMAC services solicitation, HT941026R2001, is a useful recent example. Its offer deadline was September 30, 2026 and has passed; the current Amendment 8 record, checked October 5, leaves that date unchanged. Use it to understand the research method, rather than as an open bid.

The posted Amendment 6 work statement, section 4.4, allows remote or authorized hybrid delivery of the appointing and referral functions while requiring a primary commercial facility within 25 statute miles of a Military Treatment Facility. Section 1.9.2 permits virtual meetings and still says the contractor must be prepared to travel to supported facilities.

The September 22 Q&A adds useful context. Answers 6 and 44 address routine telework and a hybrid model, subject to performance, security and coordination requirements and maintenance of the primary call center. Read the current package together before deciding what that permits for a proposed staffing plan. The answers do not erase the facility obligation.

For a bidder planning distributed call-center staff, the practical questions would include the commercial facility, the permitted systems and how coverage is maintained. Those requirements can change both cost and mobilization. They also show why searching a summary for the word "remote" is only the beginning of qualification.

Resolve the condition that would change your delivery plan

For your own opportunity, prepare a short account of the proposed delivery arrangement and the passages that support it. Identify any unresolved condition that would change hiring, facility costs or readiness. If clarification is needed, check the current question deadline and authorized channel before preparing a question for the contracting office. A deadline that has passed requires a different next step from an open question period.

Keep the checked package and the action for the delivery owner alongside the opportunity in G2X CRM. Community Edition supports a free manual research path: examine the G2X record, download the original public documents and compare the clauses with your proposed model. You do not need to infer an agency-wide remote-work policy to make this opportunity-level decision.

When you have G2X Lumen access, upload the permitted work statement, amendments and Q&A to help qualify the opportunity, identify delivery gaps and plan the response. Ask it to separate permissions from obligations and cite the document version and section behind each conclusion. Have the delivery owner check the cited passages and any conflict or missing document. The Lumen question guide explains how to supply the evidence; current plans explain access.

That gives finance and delivery a plan they can test: the work supported remotely, the physical commitments still required and the question that must be resolved before either team commits.

Compare a proposed remote service model with the actual delivery and site requirements

  • Signed-in G2X federal opportunity and CRM access; original current requirement, amendments, PWS and official Q&A; proposed staffing, facilities, systems and delivery constraints. Confirm document permissions and Lumen access. No site, security authorization or remote staffing plan has been approved or demonstrated.
  1. Recover the current requirement package

Start with the G2X opportunity using https://g2x.com/docs/find-work/read-a-sam-opportunity. Inspect details, attachments and version history, then verify the original SAM record and current documents. Record notice stage, dates/time zones and which documents supersede earlier versions. The article DHA HT941026R2001 example is current Amendment 8, September 28, with the posted PWS Amendment 6 and September 22 Q&A. Its September 30 noon PDT offer deadline has passed; it is not an open bid.

  2. Read permissions and obligations together

For the actual work, identify locations for people, facilities and systems, operating coverage, travel, site access, security and contractor-furnished items. Cite each relevant section and any official answer that clarifies it. In the closed DHA example PWS 4.4 permits remote/authorized hybrid functions and requires a primary commercial facility within 25 statute miles of an MTF; 1.9.2 permits virtual meetings while retaining travel preparedness. Q&A answers 6 and 44 allow routine telework/hybrid delivery subject to performance, security, coordination and the primary call center. Read PWS and Q&A together; do not interpret the word remote as removal of the physical facility requirement.

  3. Resolve the fact that changes the plan

Compare the proposed model with the complete actual package and prepare the unresolved question for the delivery owner. Use https://www.acquisition.gov/far/7.108 as published general guidance with agency/security exceptions; the applicable solicitation terms govern the pursuit. Check current official question deadline and channel before proposing an inquiry. Never claim a missing document permits remote work or send an inquiry without authority.

  4. Build the brief manually or with Lumen

Use the G2X opportunity context and permitted original documents. With confirmed Lumen access, upload the PWS, amendments and official Q&A using https://g2x.com/docs/lumen/ask-a-good-question. Illustrative prompt, not an executed demonstration: "Compare our proposed delivery model with these current requirement documents. Separate remote-work permissions from facility, travel, security, system and coverage obligations. Cite document version and section for each conclusion, surface conflicts and missing evidence, and identify the condition that would change cost or mobilization. Do not invent approval, submit a question or save a record." Verify the cited passages with the delivery owner and prepare the sourced CRM action using https://g2x.com/docs/run-a-pipeline/track-an-account; save only with authority and readback.

Expected result: A delivery brief with source/version/section for remote permissions and physical, travel, system and coverage obligations, conflicts or missing evidence, proposed delivery assumptions and the question that would change cost or readiness. No agency-wide remote policy inferred or question sent.
