G2X: Capture-to-proposal handoff. Source-linked evidence and decisions for kickoff.
October 15, 2026

How to hand off capture research to a GovCon proposal team

Market Intelligence

A source-linked kickoff brief preserves pursuit rationale, separates evidence from assumptions, and gives proposal writers clear questions to resolve.

At kickoff, proposal writers need to know which claims they can use, why the team chose its approach, and which partner commitments remain unresolved. Give the proposal manager a source-linked decision brief alongside the research files. Before submission, the brief should connect current requirements and evaluation language to supported claims, pursuit rationale, commitment status, and open questions with owners, so writers do not have to reconstruct months of capture work from folders.

The rationale that folders lose

In a hypothetical pursuit, the capture lead knows why the team selected a partner and which customer priority shaped the approach. The proposal manager receives the solicitation, capability decks, meeting notes, and partner material, but no explanation of those decisions. Those files do not explain how the team made its choices.

The problem surfaces when a writer needs to describe the partner’s role or explain why the approach matters to the customer. A capability deck may support a narrow experience claim without supporting a promised staffing contribution. A customer priority recorded in capture notes may be the team’s interpretation rather than an evaluated requirement. Someone has to make those distinctions before proposal language hardens around them.

Give writers a decision trail

GSA’s guidance directs offerors to review solicitation requirements and evaluation factors, amendments, SOW/PWS/SOO scope, and submission instructions. Check inherited capture conclusions against the final solicitation as amended. (GSA guidance)

Build the decision brief around consequential claims. For each, record the requirement or evaluation reference, supporting evidence, the reason behind the pursuit decision, partner commitment status, and an unresolved question with an owner when needed. Document titles, amendment identifiers, and page or section references make that trail usable under drafting pressure. Date the baseline and identify the amendments it includes.

Three categories should remain distinct. Verified public facts carry original-source links. The team’s interpretation stays labeled as interpretation, including why it influenced the approach. Authorized internal partner commitments need an attributable record and a clear status. A public description of a company’s capabilities does not establish its availability, proposed role, or agreement to provide personnel.

Evidence also needs boundaries. A claim can be well supported and still require permission before proposal use. Missing authorization belongs in the brief as an unresolved issue, not an assumption that a writer must discover later.

Assemble context without losing provenance

G2X can support that work. Start with the federal opportunity and follow its original-notice link to check the government’s current documents. Directory searches by company name or UEI help check which legal entity the team means; they do not establish that entity’s willingness to perform. CRM accounts support notes, an owner, and a next action, providing a place to retain context. The kickoff brief still needs to be assembled.

The manual route uses free Community federal search, source-document review, and retained notes in CRM accounts. The proposal manager can maintain the kickoff brief separately and link back to the relevant records. The SAM opportunity guide explains how to examine the opportunity. Internal information should enter account notes only where the team has authority to retain it.

Resolve the partner promise before drafting it

For teams using Lumen, user-authorized documents provide an optional way to organize evidence, assess fit and gaps, and plan a response. The Lumen guide explains that supporting workflow. Lumen usage follows your account allowance. Its answer still needs checking against the underlying sources, and it cannot verify partner promises that were never provided. Customer material belongs only in environments approved for it, never in unrelated tools merely to make the handoff easier.

For the hypothetical partner choice, the brief would preserve why capture favored that firm, identify evidence supporting the proposed role, and show whether the commitment is confirmed, pending, or not authorized for proposal use. Any missing assurance belongs with a named internal owner and a next decision. The writer can then develop supported text without quietly turning a capture preference into a partner promise.

For agents

Prepare a pre-submission capture-to-proposal kickoff brief that preserves pursuit rationale, identifies usable evidence, and assigns unresolved decisions without converting assumptions into facts.

  • An opportunity identifier or official notice URL, access to authorized solicitation and capture materials, and user-confirmed authority for any G2X account or internal records used. Missing materials can remain explicit gaps. Lumen is optional.
  1. Confirm the handoff scope and authority

Establish that the handoff is for proposal kickoff before submission, not post-award delivery, if that is not already clear. Use the opportunity identifier, agency, kickoff date, intended readers, and source materials already supplied; ask only for missing details. Confirm the user's authority to access the G2X account and use internal capture or partner records if that authority has not already been established. Identify restrictions on retaining or uploading customer information. Default to read-only research and a draft in the current conversation. Saving notes, changing an owner or next action, and uploading documents require authorization for those specific actions; use existing authorization when it covers the action. Account access alone does not grant that permission. Do not initiate outreach during this handoff; any later outreach requires specific authorization.

  2. Establish the authoritative solicitation baseline

Start at https://g2x.com/app/opportunities/sam and search using the solicitation number or agency and opportunity title. Open the matching opportunity and follow its original-notice link. Use https://g2x.com/docs/find-work/read-a-sam-opportunity for the supporting workflow. Collect the official solicitation and available amendments, recording exact URLs, document titles, amendment identifiers, document dates, the date checked, and page or section references. Review requirements, evaluation factors, SOW/PWS/SOO scope, and submission instructions, consistent with https://www.gsa.gov/sell-to-government/step-2-compete-for-a-contract/respond-to-a-solicitation. Check inherited capture conclusions against that amended baseline. If a document is missing, inaccessible, or superseded, identify the gap rather than assuming the G2X summary or an older file controls.

  3. Recover the rationale and check partner identity

Read user-authorized capture notes, decision records, and partner materials. Record why the pursuit and proposed partner were selected, citing the source of each rationale rather than inventing a strategic explanation. In G2X Directory, search the exact company name or UEI, not a conversational question. Compare returned identifiers with the partner materials and an authoritative entity record when available; flag ambiguous matches. Identity or public capability information does not prove a teaming commitment, staffing promise, or permission to use a claim. Read relevant existing CRM account notes within the authority already established, using https://g2x.com/docs/run-a-pipeline/track-an-account as guidance. Do not create or modify records during this review.

  4. Draft the decision brief manually

Create a working brief in the current conversation with one entry per consequential proposal claim or pursuit decision, rather than reproducing every solicitation requirement. Each entry should contain the requirement or evaluation source; proposed claim and supporting evidence; recorded decision rationale; partner identity and commitment status; and any unresolved question, internal owner, and next decision. Distinguish verified public facts, team interpretation, and authorized internal commitments. Include source URLs and page or section references, with permission or access limitations where relevant. Mark unsupported claims as unverified and unknown owners as unassigned. The manual route uses free Community federal search, document reading, and authorized retained notes.

  5. Optionally use Lumen with approved materials

If the user requests Lumen assistance, use Add > Add documents > Company Library only for the specific documents the user is authorized and permitted to upload. Use existing authorization that covers those uploads; obtain authorization for any additional documents before uploading them. Keep restricted customer material in its approved environment. Consult https://g2x.com/docs/lumen/ask-lumen. Use a prompt such as: 'Prepare a capture-to-proposal kickoff brief for [opportunity identifier] using only these approved documents: [document names and versions]. Treat [solicitation and amendment identifiers] as the baseline. For each consequential proposed claim, identify its requirement or evaluation basis, evidence with document/page/section and supplied URL, recorded pursuit rationale, partner identity and commitment status, unresolved question, owner if documented, and next decision. Distinguish verified public facts, team interpretation, authorized internal commitments, and unverified assertions. Do not convert hypotheses into facts, infer commitments from a company website, invent rationale or owners, or treat missing evidence as confirmation. Flag contradictions and unknowns. Do not write records or contact anyone.' Use the result as a source-referenced draft and gap assessment for human review, not independent verification of partner promises.

  6. Verify and return the kickoff brief

Check every proposed factual claim against its cited source and amendment version. If Lumen was used, verify its references and classifications against the supplied documents; remove or relabel unsupported assertions. Confirm that internal commitments have attributable evidence and authorized proposal use, or leave those points unresolved. Return the brief in the current conversation with the dated solicitation baseline, pursuit rationale, usable evidence, unverified commitments, and next decisions with documented owners or unassigned status. Clearly identify inaccessible sources and any uncertainty about the latest amendments as of the review date. Keep completed work distinct from proposed next actions. Any later CRM write or upload must stay within the specific authorization granted; obtain authorization only where it is missing. Do not send outreach as part of this handoff.

Expected result: A source-linked kickoff brief containing the solicitation baseline, pursuit rationale, supported proposal claims, partner commitment status, unresolved questions, owners, and next decisions.
