Determine which portion of a government requirement can be offered

- A relevant original solicitation, price schedule, award terms and addenda; reader-supplied scope the business can deliver.

1. **Start with the appropriate G2X search** For state, local or education work, use G2X SLED and the service or product and geography the reader can support. 2. **Read award basis and offered scope together** Locate the language about individual items, groups, locations, quantities and complete awards. Compare it with the price schedule and scope. Cite file and section. Separate ability to price a component from permission to offer only that component. Apply federal provisions only where relevant to the actual solicitation; never transplant them to a local bid.

3. **Check whether the permitted scope stands alone** Ask the reader to confirm delivery, minimum supplier orders, installation, service and warranty assumptions for the scope alone. Where a full response is required, assess whether an allowed partner arrangement is credible or a different opportunity is preferable. Do not infer teammate commitments or permission from a company profile.

5. **Return a supported scope decision** Return proposed scope, supporting language, complete delivery assumptions and unresolved questions. Check the designated question process and deadline before suggesting contact. Do not submit questions, send a bid, treat an unexplained blank as no-bid or alter a requirement on the reader’s behalf.

Expected result: A bid-scope brief identifying the proposed items or group, source language supporting separate evaluation/award, complete delivery obligations, unresolved clarifications and the person responsible for deciding.
